Energy Assistance Program (HEAP)
The Home Energy
Assistance Program is a federally funded benefit program that provides
limited subsidies for heating and utility costs. The Department
of Aging and Youth's HEAP Unit distributes mail-in applications
to seniors, age 60 or older, and certifies applications for eligibility
and benefits.
If your energy bills are more than you can handle, HEAP may be able to help you heat your home.
The program may help you pay for: electricity, gas, oil, coal, propane, wood, or kerosene. Even if your heat and utilities are included in your rent, HEAP may be able to help you.
Where Can I Apply?
If you are 60 or over, or disabled, Contact the Department of Aging & Youth at

When can I Apply?
The 2008-2009 HEAP Season opens on November 3rd, 2008

Weatherization Referral Assistance Program (WRAP)
WRAP provides comprehensive weatherization service and energy conservation education to the most needy elderly. This federally-funded program serves those frail elderly who have difficulty accessing the services available to address their multiple problems of poor housing, inadequate heating and cooling, and poverty level existence. WRAP makes referrals to appropriate agencies. This can make the difference between maintaining individuals in their own homes or having to provide them with institutionalized care.
This comprehensive approach reduces energy consumption for senior which is reflected in lower utility or fuel bills. Energy savings also reduce the financial burden of the low income elderly, providing them with more income to pay for necessities such as food and clothing, etc.
