The Syracuse/Onondaga County Youth Bureau was created
in 1968 in accordance with NYS Rules & Regulations, which allowed
that local governments could create a youth bureau for the purpose
of "planning, coordinating and supplementing the activities
of public, private or religious agencies
devoted in whole or in part to the welfare and protection of youth."
In Chapter 1000 of the Laws of 1974 county youth bureaus were encouraged
to-participate in County Comprehensive Planning, with the incentive
of enhanced funding for youth services. The intent of County Comprehensive
Planning is to:
Stimulate community development and advocacy by increasing public
awareness, interest and commitment, Improve coordination and networking
among service providers, and Provide for services through a rational
process to select programs based on a critical and comprehensive
assessment of youth needs and available community resources.
