The objective of Adult Protective Services (APS) is to keep individuals over the age of 18
safe from harm due to their own inability to care for themselves
or because of neglect or abuse by others. Every effort is made
to keep individuals in the community, or in the least restrictive
environment. In order to do that the APS workers collaborate with
other community agencies that could provide needed services. They
also assist individuals and families in obtaining:
• entitlement programs (Medicaid, Social Security, SSI,
Food Stamps)
• medical care
• home care, and if necessary admission to assisted living programs,
adult homes, skilled
nursing facilities and mental health facilities
• legal interventions, always starting with the least restrictive.
Legal interventions include
assisting an individual to find a representative
payee for Social Security benefits, finding an
individual to act
as a Power of Attorney, filing for Orders of Protection or Article
81 proceedings
to establish a guardian for the individual
• other community services to meet the individual’s needs
APS is divided into a
APS Intake unit, two generic units for ongoing APS services and
a specialized Elder Abuse Unit for ongoing services to individuals
who are 60 or older and are being abused or neglected by others.
- 18 years or older with all 3 of the following characteristics:
• a mental or physical disability
• the individual is at risk of harm either by their own or others’ actions
and
• the individual has no one willing or able to responsibly assist.

(EAA)
The EAA Unit evaluates the need for emergency financial
assistance for SSI recipients. EAA authorizes benefits when necessary
for true emergencies beyond the individual’s control. Examples
of emergencies are:
• replacement of SSI checks (usually due to burglary or theft and
verified with a police report)
• provision of emergency housing and emergency moving expenses
• damages due to catastrophes such as fires or floods.
• An EAA funded emergency shelter allowance is also available to
persons who have AIDS or
persons who have tested positive for HIV
and have an HIV-related illness provided that certain eligibility
criteria are met.
Over 18, on SSI and with a financial emergency that
was beyond the individual’s control.

Description: The Department of Social Services (DSS) provides
for a 24-hour information line, in house during business hours
and contracted out after hours. Calls for assistance range from
how to apply for eligibility programs from DSS and other federal,
state and county programs to direction and guidance on home care,
nursing home placements, transportation needs, domestic violence
situations or any other need that could be met by a human services
organization. Information and Referral service is integrated with
our Adult Protective Intake Unit.
