DISTINGUISHING FEATURES OF THE CLASS
The work involves responsibility for performing advanced and difficult professional duties related to the preparation, presentation and administration of the County's annual operating budget and the six-year capital improvement plan. The nature of the work involves, but is not limited to reviewing departmental budget requests, determining alternative fiscal plans, and resource forecasting. The work also involves formulating recommendations for improving, changing, discarding, developing or acquiring financial information systems. The work is performed with considerable latitude for independent judgment and initiative. The work is usually reviewed by the Director, however employees in this class provide staff support to Onondaga County government administrators. Supervision is exercised over a number of subordinate budget analysts and supporting paraprofessional and clerical staff. Does related work as required.
TYPICAL WORK ACTIVITIES
Coordinates and supervises the Human Services Budget team. Provides team oversight and advice on projects and analysis.
Analyze the impact of NYS Budget on the County Budget. Prepare impact statement for the County Executive and Legislature. Develop strategies to minimize or accommodate impact within current year’s resources.
Assists or directs re-engineering teams i.e. Institutional Health Financial Plan, Home Visiting Teams, Public Assistance, etc.
Develops and assists in the implementation of privatization projects i.e. Homecare, Y-MED, Lab, Van Duyn Dietary, Dental Bureau, Laundry, etc.
Analyze and forecast State/Federal Mandates on a monthly and quarterly basis. Analyze and prepare recommendations on Human Service budgets for Director.
Assists departments with reallocations of resources upon request. Assists with departmental initiatives designed to improve efficiency and cost effectiveness of services.
Analyze, review and develop alternative revenue streams for County services.
Participates in management teams which develop County policy-i.e. Managed Care, Hierarchy of Services, Infant Mortality, Access Center, Resource Center
Represent the County on Welfare and Medicaid Reform Committees at NYSAC. Assist with development of statewide local municipal priorities.
Coordinate the County's Legislative Programs.
Participates in Labor Contract Negotiations.
Represents the Director/Deputy at the Legislature in their absence.
Screen and interview candidates for vacancies. Makes recommendations to Director.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Thorough knowledge of the organizational structure, functions, operations and objectives of Onondaga County and its various agencies, bureaus and units.
Thorough knowledge of effective budgeting principles and practices, including cost analysis, monitoring and forecasting of expenditures and program evaluation.
Good knowledge of the techniques and methods used in productivity measurement, information systems design, and data gathering techniques
Good knowledge of the principles and practices of public administration as applied to the budget process.
Good knowledge of the principles and practices of supervision.
Working knowledge of appropriate laws, rules, regulations and procedures governing the operation of County programs.
Ability to identify management problems, unnecessary cost expenditures and to propose solutions.
Ability to gather and analyze data and draw conclusions.
Ability to prepare detailed reports and procedures.
Ability to establish and maintain effective relationships with staff and program officials.
Physical condition commensurate with the demands of the position.
MINIMUM QUALIFICATIONS
Promotion:
One (1) year of permanent competitive status as a Budget Analyst III; or Senior Management Analyst or two (2) years of permanent competitive status as a Program Analyst.
Open-Competitive:
A) Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with a Bachelor’s Degree or higher and three (3) years of professional level work experience, or its part time equivalent in budget administration, budget analysis, budget research, capital program analysis or capital budgetary planning, accounting or a closely related field; or,
B) Seven (7) years of paraprofessional or professional level work experience, or its part time equivalent, of which at least three (3) years must have been professional level work experience in budget administration, budget analysis, budget research, capital program analysis or capital budgetary planning, accounting, or a closely related field; or,
C) An equivalent combination of training and experience as defined by the limits of (A) and (B).
NOTE:
Successful completion of graduate semester hours in public or business administration, industrial engineering, operations management, managerial statistics or management in formation systems or a closely related field, from a regionally accredited or New York State registered college or university, may be substituted for work experience as follows: Thirty (30) semester credit hours is equivalent to one (1) year of work experience; Sixty (60) semester credit hours is equivalent to two (2) years of work experience.
