DISTINGUISHING FEATURES OF THE CLASS

The work involves responsibility for performing supervisory paramedic work including overseeing and implementing policies and procedures for a community ambulance service. The incumbent supervises Paramedics as well as performing all oversight duties, including scheduling, training and quality assurance. Supervision is received from the mayor or other administrative superior, who allows the incumbent to exercise considerable independence and initiative in the areas of policy and procedure, budgeting and staff relations. Work is performed in a twenty four-hour operation, so the incumbent must be available and on-call when needed. An employee in this class performs all duties of the Paramedic classification and will staff the ambulance service. Does related work as required.

TYPICAL WORK ACTIVITIES

Supervises a staff of Paramedics assigned to a local community ambulance service.
Responds to emergency calls and evaluates and coordinates activities, or provides basic and advanced life support at the paramedic level.
Formulates or recommends policies and procedures for the emergency medical services program.
Oversees staffing and supervision of clerical services, record maintenance, station duties, personnel training and equipment repair and maintenance.
Prepares the annual budget for supplies, equipment and personnel for the service.
Creates and maintains the standard operating guidelines for the service.
Coordinates all training and updating of credentials for all staff, both paid and volunteer.
Works closely with other local agencies on purchasing and operational issues as needed.
Coordinates all department training and maintenance of records according to the Occupational Safety and Health Administration (OSHA) guidelines.
Prepares reports as needed; attends meetings and seminars as needed.

When assigned to the Village of Minoa, performs the following functions as directed:

Assists in the development, implementation and oversight of administrative policies and procedures including the preparation of budgets and purchasing.
Assists in the development and oversight of OSHA policies and procedures and standard operating guidelines.
Assists in and attends local disaster preparedness meetings and seminars as needed.
Assists the village of Minoa Board on special related projects.

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Thorough knowledge of the principles and practices of administering advanced cardiac care and medications; advances life support skills; establishing intravenous lifelines and advanced airway maintenance; cardiopulmonary resuscitation, bleeding control, fracture care, defibrillation and assistance in childbirth.
Good knowledge of the practices and procedures of supervision in an emergency services environment including skilled paramedic staff.
Good knowledge of the practices and procedures of scheduling staff in a 24-hour emergency medical and community ambulance service.
Ability to supervise staff in an efficient and effective manner.
Ability to interpret written, oral and diagnostic form instructions.
Ability to use good judgment and remain calm in high stress situations.
Ability to lift, carry and balance up to 125 pounds, to bend, stoop and crawl on uneven terrain and to withstand varied environmental conditions.
Ability to communicate effectively both orally and in writing.
Physical condition commensurate with the demands of the position.

MINIMUM QUALIFICATIONS

PROMOTION Two (2) years of permanent competitive class status in the title of Paramedic.

OPEN COMPETITIVE

Three (3) years of work experience as a Paramedic, which must have included at least one (1) year as a supervisor of Paramedics.

Special Necessary Requirement

Possession of a current certification from the New York State Department of Health as an Advanced Emergency Medical Technician - Paramedic.
