DISTINGUISHING FEATURES OF THE CLASS
This is a professional correctional health administrative position involving responsibility for the planning, coordination and evaluation of programs and services designed to meet the needs of the Correctional Health Services. This involves responsibility for nursing services provided at the Onondaga County Sheriff’s Department Jail and the Onondaga County Correctional Facility. Evaluation of staff and services is performed to assure safe, effective, efficient and comprehensive program administration and service provision. This position participates in the training, evaluation, motivation and discipline of the assigned program staff. Activities are performed under the general direction of the Administrator for Health Behavioral Services who allows the incumbent considerable latitude in the exercise of independent judgment and initiative in the supervision of nursing practice, administrative practices and in educational guidance and training of staff. General supervision is exercised over Nursing Supervisors and administrative supervision is exercised over professional, paraprofessional and clerical support staff assigned to the Jail/Correctional Facility. Does related work as required.
TYPICAL WORK ACTIVITIES
Plans, implements and directs nursing care programs relating to patient care activities.
Develops, reviews and revises policies/procedures to ensure the provision of safe and effective nursing and patient care services consistent with recognized standards of practice.
Evaluates the effectiveness and current functions of patient care services and programs; evaluates quality of services, identifies needs and determines priorities for service, standards of nursing function and appropriate utilization of available staff.
Ensures the highest quality care for patients in accordance with the philosophy and policies of the facility and nursing service.
Participates in the recruitment, employment, scheduling and evaluation of nursing staff.
Participates in developing, implementing and reviewing results of Quality Assurance monitors related to nursing and health record staff, including behavioral health and health monitors.
Attends and participates in meetings that facilitate the improvement of patient care at both facilities.
Directs and coordinates in-service training and education programs for assigned staff; provides education guidance to staff as needed.
Prepares periodic administrative and statistical reports as needed to review and define program progress and needs.
Participates in public health preparedness activities as trained and assigned.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Thorough knowledge of the principles of nursing practice and administration in a correctional health program.
Thorough knowledge of the principals and practices of correctional health program evaluation and nursing care evaluation.
Good knowledge of the principals and practices of correctional health administration.
Good knowledge of the principles and techniques of administrative supervision.
Ability to interpret existing and proposed health programs as they affect nursing.
Ability to supervise, plan and organize the work of subordinates.
Ability to administer correctional health nursing care programs.
Ability to work effectively in a security environment, following basic security procedures.
Ability to communicate effectively both orally and in writing.
Ability to prepare both written and oral reports.
Physical condition commensurate with the demands of the position.
MINIMUM QUALIFICATIONS
Promotion:
A. One (1) year of permanent competitive class status in the title of Assistant Nursing Director (Community Health Services); or,
B. Two (2) years of permanent competitive class status in the title of Community Health Nursing Supervisor, Nursing Supervisor (Jail/Correctional Facility), or Nursing Supervisor.
Open Competitive:
Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with a baccalaureate degree or higher in nursing and three (3) years of work experience, or its part time equivalent, as a supervising nurse in a municipal public health department, a certified home health care agency or a long term care home health program, hospital, clinic or health care agency or in a jail, correctional institution or other security setting.
NOTE: Possession of a masters degree from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees in nursing or public health administration may be substituted for one (1) year of work experience.
SPECIAL NECESSARY REQUIREMENT
Possession of a license and current registration to practice as a Registered Nurse from the New York State Department of Education.
