The
deputies in this section are responsible for the day-to-day transportation
and supervision of inmates to and from any destination, as lawfully
required. Prior to any movement of inmates outside of the Justice Center,
a deputy assigned to this section completes a computer background check
of each inmate to make sure that their transportation is as safe as
possible. These background checks include:
- Charge
and severity
- Outstanding
wants/warrants from other jurisdictions and if there are co-defendants
involved
- Whether
there is a propensity or indication of an escape attempt
- Any
unknown medical conditions that could cause a problem during transportation
Inmates
are then secured using a waist chain, handcuffs, and, if deemed necessary,
leg irons.
The
Transport Section is divided into units, which have unique responsibilities
but share common resources. All of these units are responsible to prepare
and maintain accurate records of court appearance dates, Dispositions,
and Detainers. These units are as follows:
City Court: This unit is responsible for transporting inmates
to Syracuse City Courts for arraignments, Community Court, Preliminary
Hearings, Drug Court, Treatment Court, and for maintaining court-related
documents.
Justice
Court: This unit is responsible for transporting inmates
to the various Town and Village Courts for appearance before the local
magistrates. They also pick up inmates from various Statewide facilities
for Local Charges in those Courts and transport inmates to Jamesville
Correctional Facility after sentencing at the Justice Courts.
Adult
Transport: This unit is responsible for transporting inmates
to and from County Courts, medical appointments, State Correctional
Facilities, local Correctional Facilities and Jails, and various Psychiatric
Centers, as well as preparing and maintaining accurate records of
court appearance dates and Detainers. This unit also encompasses fleet
maintenance and various other office details.
Juvenile
Transport: This unit is responsible for transporting juvenile
inmates from the Hillbrook Detention Center to various Family Courts
for appearances as required by the courts. They also transport juvenile
inmates to various State Facilities and to the Hillside Children's
Center in Auburn.
Before becoming permanent members of a unit, deputies are cross-trained
in all units and certified. Deputies within this section must be qualified
and able to demonstrate their proficiency in the use of a handgun and
shotgun. In addition, they must complete an intensive certification
program that covers all aspects of the various tasks and functions that
occur within this section such as:
