County Executive Joanie Mahoney Announces Appointment of Duane Owens as Commissioner of Facilities Management

Brian Lynch to Become Deputy Commissioner of Social Services

Syracuse, New York – Onondaga County Executive Joanie Mahoney announced today the appointment of Duane Owens as the new Commissioner of Facilities Management for Onondaga County.

“Duane is a tremendous addition to our team,” said Onondaga County Executive Joanie Mahoney. “He has a strong background in the private sector and has leadership experience that will benefit our entire facilities management department.”

“I am excited to take on this new challenge,” said Duane Owens. “Facilities management has some of the best employees in county government and very aggressive plans going forward. I thank County Executive Mahoney for this opportunity and look forward to working with her.”

Duane has a Bachelors of Arts in Economics from Wake Forest University. After working in the health care field in Buffalo and Rochester, he accepted a position as a supervisor at New Process Gear in 1998. During his eight years there he served in various supervisory positions and in 2003 became an Area Manager. Since 2006, Duane has worked as a Group Manager for Anheuser Busch in Baldwinsville, NY.

County Executive Mahoney also announced that current Commissioner of Facilities Management, Brian Lynch, will become the new Deputy Commissioner of Social Services.

“We are fortunate to have someone with Brian’s skill set already in county government,” said County Executive Mahoney. “We know what an asset Brian is from his work in facilities management and now we can benefit from the strong financial background he developed prior to that position.”

“I have enjoyed my time as Commissioner of Facilities Management and will miss all the good people I worked with,” said Brian Lynch. “At the same time, I am excited to get back to my financial roots while learning more about the good work our Social Services Department performs every day.”

Brian has a Bachelor of Science in Accounting from Oswego State. He has worked as a staff accountant and a tax preparer. In 1999, he joined the City of Syracuse Bureau of Accounts as an Accountant 1. He became the Administrative Officer for the Department of Public Works for the City in 2002. He returned to the private sector as an accountant for Sysco Food Services in 2006 and has served in his present position since 2008.

Owens appointment, effective June 25, 2012, is subject to confirmation by the Onondaga County Legislature.
