ONONDAGA COUNTY PUBLIC LIBRARY (SYRACUSE, NY)
The Onondaga County Public Library (OCPL) Board of Trustees seeks experienced candidates who possess a proven record of accomplishments in building and maintaining community partnerships, working with local governments including the legislative and executive branches, managing budgets, and leading change. A successful candidate must understand trends in library services and technology, as well as the impact a public library can have as an anchor institution in its community.
OCPL and the Position: Reporting to an 11 member county-appointed Board of Trustees, the Executive Director is responsible for overseeing the operations of the Onondaga County Public Library, an independently chartered education corporation. OCPL includes a Central Library, funded by Onondaga County to serve all residents of the County and eight branches and two community center service outlets located within and funded by the City of Syracuse. In addition, OCPL is a New York State designated federated public library system which receives annual funding from the State to provide library system services not only to OCPL, but also to the 19 independent public and association libraries that are members of the system. OCPL serves a diverse countywide population of approximately 466,000, with 143,000 of those residents living in the city of Syracuse.
A total renovation of the Central Library was completed in 2016, which increased the library’s visibility, services, and usage. All eight of the city branches are also heavily used, as they serve the needs of their neighborhoods.
The Onondaga County Public Library has a staff of 156 FTE and a 2017 operating budget of $14,693,219 in a Civil Service and union environment. Total countywide circulation of library materials was 4,829,180 in 2017, including 1,091,420 within the Central Library and city branches. OCPL’s friends’ group (Friends of the Central Library) hosts the Rosamond Gifford Lecture Series of notable authors each year, which raises funds for the Central Library. Additionally, the library continually seeks grants every year from a broad range of funding sources. The library has maintained an excellent working relationship with city, county and state officials, member libraries, Syracuse University’s School of Information Studies, and community organizations such as the local PBS station WCNY, and the Literacy Coalition of Onondaga County. The Executive Director is expected to continuously build and maintain collaborative partnerships with all stakeholders and to fulfill OCPL’s commitment to serving multi-cultural communities.
• Master’s Degree in Library Science, Information Studies or other graduate library degree from a library science program accredited by the American Library Association.
• Eligibility for a New York State Public Librarian’s Certificate at time of application for appointment; possession of the Certificate required at time of appointment.
• Eight or more years of satisfactory professional library experience in libraries or library systems of recognized standing, which must include at least three years of progressively responsible experience in a senior administrative capacity.
• A record of innovation and risk-taking, and a willingness to take responsibility and learn from successes and failures.
• Experience with financial planning, budgeting, and reporting for a library or library system.
• Strong organizational, interpersonal, problem-solving, and project management skills.
• Experience with security issues and solutions, and balancing those with a need for a welcoming environment.
• Experience in strategic planning and implementation.
• Commitment to the ALA Code of Ethics.
• Prior experience as a director of a library or library system
• Experience with facility renovations
• Experience working in libraries which support diverse communities, including diversity in culture, language, and ethnic origins.
Compensation: The salary range for this position begins at $101,853 and is subject to increase based upon County Executive and Legislative approval. Competitive benefits include health and dental insurance, NY State Retirement, long term disability insurance, and the opportunity to participate in a deferred compensation plan.
The Community: Among the residents of the region are members of the Onondaga Nation, whose ancestral home includes Onondaga County. In terms of ethnic diversity, the county’s population is 23% ethnically diverse and over 10% speak a language at home other than English. While Syracuse has been in the news for the poverty in some of its neighborhoods, as it was when the Erie Canal was being built, entrepreneurship and innovation are evident in the county and city, with a going number of new businesses taking hold. The area around the Central Library (zip code 13202) is one of the faster growing areas in the county, with many new apartments and condominiums being built and occupied. The Central Library’s neighborhood includes Armory Square, which contains restaurants, entertainment venues, the Museum of Science and Technology, the OnCenter convention/performing arts/sports complex and the Redhouse Arts Center.
Syracuse is home to several world-class educational and cultural institutions, including LeMoyne College, Syracuse University, and the Everson Museum. There are a variety of college and professional sports, music and ethnic festivals, state and local parks, and other activities that residents enjoy year-round. Syracuse has the cultural amenities of a large urban area, including a thriving downtown. Work commutes are minimal, housing costs are reasonable, and schools, universities, and cultural attractions rival some of the nation’s best. Syracuse is centrally located in New York State. Its location makes it a 4-6 hour drive to New York City, Boston, Philadelphia, Montreal, and Toronto. The Finger Lakes Region is less than one hour away. The Thousand Islands, Adirondack Mountains, and Niagara Falls are, at most, a few hours away.
