The Health Department is currently accepting applications for the position of:

Program Coordinator (Education/Handicapped Children)

Salary: $65,459 (2017)

Hours of work: Days (Monday - Friday)


Healthy Families, a program of the Onondaga County Health Department has a full-time opening for a Program Coordinator (Education/Handicapped Children). The Program Coordinator provides Preschool Special Education (PS) and Early Intervention (EI) programmatic oversight. This position will act as the OCHD Early Intervention (EI) Designee appointed by CE and County representative at CPSE meetings. Assists with the development, implementation, and monitoring of Itinerant, 4410 Agency and Transportation (EI/PS) contracts to ensure efficient and quality services. Position maintains PS and EI employee records for training and evaluation, licensing requirements and standards for all applicable FERPA, federal, NYSDOH and NY State Education, and county regulations to ensure high quality service. Provides direct supervision over EI and PS personnel and is critical to ensuring their full compliance with all applicable regulations named previously. Position is responsible for QA monitors/reports as a member of the Special Children Services (SCS) QA Committee and assists in the development of SCS policy and procedures. Responsible for writing reports and oral presentations on program services, goals and objectives. Assists in planning and conducting educational programs for staff on mandated and appropriate subjects. Responsible for positive relations with the PS 22 designated school districts and EI providers/agencies that deliver services. Knowledgeable in pediatric developmental milestones and special needs of children birth to 5 years old. Participates in the hiring and disciplining process of staff. Assist the Director of Healthy Families with special community-based assignments and programs and any additional duties as assigned by the Commissioner to support emergency preparedness planning and implementation activities.

MINIMUM QUALIFICATIONS: Three (3) years of work experience, or its part time equivalent in early childhood or special education, one (1) year of which must have been in an administrative* capacity.
*Administrative is described as responsible direction and control of an identifiable organizational unit or program; in addition to the supervision of work groups, an administrator is involved in planning, resource allocation, program evaluation and policy formulation.

SPECIAL NECESSARY REQUIREMENT:
Possession of a permanent New York State license or certificate from the New York State Education Department, in an area relating to the education of children with special needs. This may include certification or license in the following areas: special education, speech and hearing, visual impairment, physical therapy, occupational therapy, speech pathology, psychology, social work, and educational administration.

NOTE:
Loss of certification from the New York State Education Department will result in termination of permanent appointment.
