DISTINGUISHING FEATURES OF THE CLASS

This is an administrative and technical position responsible for planning, creating, and supervising the development, support, and operation of websites and web based software systems in a school district or BOCES. Responsibilities include the management, development, and oversight of websites and web based software systems, and their associated database systems, servers, and networks. The incumbent is expected to exercise considerable initiative and independent judgment in implementing and maintaining functional, efficient, and cost effective technology solutions that support the educational and administrative goals of the organization. Supervision is exercised over subordinate personnel including webmasters and other personnel involved in the design, programming, and development of websites. Does related work as required.

TYPICAL WORK ACTIVITIES

Designs, develops, implements, and maintains websites and web based software systems.
Develops custom software applications based on customer needs.
Supervises and evaluates subordinate staff and leads all website projects.
Coordinates professional development and training in the use and maintenance of websites and web based systems by school district and BOCES staff.
Administers and analyzes the performance and usage of websites, servers, networks, databases, and associated software.
Develops security and control procedures for web based systems including malicious attack mitigation, disaster recovery and business continuity, and backup procedures.
Stays abreast of industry trends and all applicable technologies, including scripting, security issues, authoring tools, graphic design tools, and new languages.
Assists department heads with information relevant to budget, technology, and web trends.

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERSISTICS

Thorough knowledge of web development practices, programming languages, databases, web servers, and server OS's. Excellent grasp of software application development cycle.
Familiarity with a variety of web based systems including but not limited to content management systems, social media, email, and graphic design software.
Ability to work well within tight deadlines and communicate effectively both verbally and in writing.
Strong leadership abilities for managing projects and associated personnel.

MINIMUM QUALIFICATIONS

Promotional: One (1) year of permanent competitive class status in the title of Web Site Administrator.

Open Competitive:

A. Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with a Baccalaureate degree or higher in Computer Science or a closely related field, and five (5) years of experience or its part-time equivalent in systems analysis, testing, and implementation of computer based information systems which must have included development; or,

B. Eight (8) years of experience or its part-time equivalent in systems analysis, testing, and implementation of computer based information systems which must have included web design and development; or,

C. An equivalent combination of training and experience as defined by the limits of (A) and (B).
