PERSONNEL TECHNICIAN II
DISTINGUISHING FEATURES OF THE CLASS
The work involves responsibility for performing a variety of technical activities related to the administration of the New York State Civil Service Law and its rules, regulations and practices to civil divisions under the jurisdiction of the Onondaga County Department of Personnel. An employee in this class is involved in the classification of positions, counseling and advising agency administrators in merit system administration, determining the need for examinations, providing guidance in the recruitment process for all classes of positions, and overseeing the processing of personnel records and the review of municipal payrolls. Although the primary assignment of a Personnel Technician II is merit system administration, depending on the assignment an employee in this class may also be involved in other human resource activities such as employee relations, compensation and general personnel administration activities. General supervision is exercised over professional, paraprofessional and clerical employees involved in merit system administration. This class differs from the entry level professional Personnel Technicians and Personnel Services Representatives by the more difficult and complex tasks that are performed and the level of responsibility in their role with their assigned staff. General supervision is received from the Director of Civil Service Administration with leeway allowed for the use of independent judgment in the performance of routine work assignments. Does related work as required.
TYPICAL WORK ACTIVITIES
Counsels and confers with local governmental officials on matters of personnel and civil service administration within their jurisdiction.
Investigates complaints regarding civil service administration and audits records and practices of local governmental agencies to determine compliance or non-compliance with the law; recommends corrective and remedial actions to eliminate violation.
Determines most appropriate titles for positions based on job duties and responsibilities listed in questionnaires, by information gained through audits with job incumbents and by submission of new position duty statements and interviews with appointing authorities; composes and revises classification specifications.
Participates in the revision of rules and appendices by gathering and preparing documentation regarding the jurisdictional classification of positions and recommending additions and changes to the rules; prepares routine correspondence but in some instances, prepares correspondence or documentation that is technical, complex and detailed in nature.
Supervises employees and oversees the processing of personnel transactions and records, the certification process of a jurisdiction’s payroll, and eligible list certifications to ensure compliance with the law and rules.
Determines and assesses the need for examinations by determining adequacy of existing eligible lists, recruitment needs and turnover within the classification.
Assists in the examination process by reviewing applications to determine qualified candidates, reviewing job specifications and examination sub
tests descriptions to determine relatedness to the job and gathering data to assist personnel examiners in the development of examinations.
Recruits and trains subordinate personnel; serves as a liaison with the varying civil divisions in relationship to education in the Civil Service Law; makes presentations about municipal employment and merit system administration to groups.
FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Good knowledge of Civil Service Law, Rules, and Regulations.
Good knowledge of principles and practices of position classification.
Good knowledge of principles and practices of supervision.
Good knowledge of principles and practices of public personnel administration
Working knowledge of practices of local government, inclusive of personnel, employee relations, budgetary, and legislative.
Ability to establish and maintain effective working relationships with others.
Ability to communicate effectively.
Ability to prepare written material.
Ability to make oral presentations and support recommendations and policies both orally and in writing.
Ability to use a personal computer.
Ability to supervise professional, paraprofessional and clerical employees.
Physical condition commensurate with the demands of the position.
One (1) year of permanent competitive class status in the title of Personnel Technician 1 or Personnel Services Representative.
A. Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with a Bachelor’s degree, and two (2) years of professional level experience, or its part time equivalent, in civil service administration, personnel administration, employee relations, human resource management or a closely related field; or,
B. Six (6) years of paraprofessional or professional level work experience, or its part time equivalent, at least two (2) years of which must have been professional level experience in civil service administration, personnel administration, employee relations, human resource management, or a closely related field; or,
C. An equivalent combination of training and experience as defined by the limits of (A) and (B) above.
Successful completion of graduate level coursework in human resource or personnel management, labor relations, public administration or a closely related field at a regionally accredited college or university, or one accredited by the New York State Board of Regents to grant degrees, may be substituted for work experience as follows: thirty (30) semester credit hours is equivalent to one (1) year of work experience, sixty (60) semester credit hours is equivalent to two (2) years of work experience.
