PERSONNEL TECHNICIAN III
DISTINGUISHING FEATURES OF THE CLASS
The work involves responsibility for participating in the planning, organization, and/or implementing of the personnel functions for the Onondaga County Department of Personnel. Assignments are made in two (2) broad areas of the public personnel functions: merit-system administration and employee relations. The work is carried out in accordance with New York State Civil Service Law, Onondaga County Rules for Classified Service, and ancillary regulations. General supervision is exercised over the work of a number of professional employees when assigned to work in merit system administration. When assigned to carry out assignments in employee relations, the incumbent does not exercise a supervisory role. The Personnel Technician III works under general supervision of a higher-level administrator of the Department of Personnel. Does related work as required.
TYPICAL WORK ACTIVITIES
When Assigned to Merit System Administration:
Administers the public sector position classification process.
Oversees unit work activities, assigning and reviewing work, maintaining work standards, and providing on-the-job assistance in problem solving and decision-making.
Plans, organizes, and implements the personnel function in a department of personnel which includes: position classification, administration of state-prepared examinations, eligible list maintenance and certification, layoffs, and interpretation of Civil Service Law and Rules for Classified Service.
Counsels and confers with local governmental officials on matters of personnel and civil service administration
Oversees the revision of the Onondaga County Rules for Classified Service and Appendices by gathering and preparing documentation regarding the jurisdictional classification of positions and recommends additions and changes to the Rules.
Makes presentations about municipal employment and merit system administration to groups.
When Assigned to Employee Relations:
Deals with representatives of County government and public employee unions with regard to labor relations issues such as: collective bargaining, handling employee grievances (which includes disciplinary procedures), employer/employee relations, New York State Taylor Law, Civil Service Law pertaining to disciplinary action, and arbitration.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Thorough knowledge of public personnel administration (which includes merit system administration as mandated by New York State Civil Service Law, but excludes wage and salary administration).
Thorough knowledge of principles and practices of a merit system concept of position classification, recruitment and selection.
Good knowledge of principles and practices of supervision.
Working knowledge of federal and state laws and regulations affecting local personnel administration
Working knowledge of labor relations related to terms and conditions of employment and principles and practices of labor relations.
Ability to establish and maintain effective working relationships with others.
Ability to supervise in a manner conducive to full performance and high morale.
Ability to communicate effectively.
Ability to prepare comprehensive written and oral reports.
Ability to make oral presentations and support recommendations and policies both orally and in writing.
Ability to use a personal computer.
Ability to gather and analyze facts and draw appropriate conclusions.
Ability to express oneself orally.
Ability to work with others in a stressful atmosphere of labor relations matters.
One (1) year of permanent competitive class status as a Personnel Technician II or Personnel Officer.
A. Graduation from a regionally accredited or New York State registered college or university with a Baccalaureate Degree and four (4) years of professional level work experience, or its part time equivalent, in personnel administration, merit system administration, employee relations, employment and training, or a field closely related to the aforementioned; or,
B. Eight (8) years of paraprofessional or professional level experience, or its part time equivalent, four (4) years of which must have been professional level work experience, or its part time equivalent, in personnel administration, merit system administration, employee relations, employment and training, or a field closely related to the aforementioned; or,
C. An equivalent combination of training and experience as defined by the limits of (A) and (B).
NOTE: Successful completion of graduate semester hours in Human Resources Administration, Labor Relations, Public Administration, or a closely related field from a regionally accredited or New York State registered college or university may be substituted for work experience as follows: Thirty (30) graduate semester hours is equivalent to one (1) year of specialized work experience; sixty (60) graduate semester hours is equivalent to two (2) years of specialized work experience.
