DISTINGUISHING FEATURES OF THE CLASS
The work involves responsibility for performing a variety of technical activities related to the administration of the New York State Civil Service Law and its rules, regulations and practices within civil divisions under the jurisdiction of the Onondaga County Department of Personnel as well as assisting in the execution of the personnel administration functions of County government.
This class differs from the entry-level professional personnel staff by the more difficult and complex tasks that are performed and the level of responsibility in their role with their assigned staff. Depending upon the area of assignment, general supervision is received from the Director of Civil Service Administration or the Director of Employee Relations with leeway allowed for the use of independent judgment in the performance of routine work assignments. Supervision may be exercised over a small number of professional, paraprofessional and clerical personnel. Does related work as required.

TYPICAL WORK ACTIVITIES
Counsels and confers with local governmental officials on matters of personnel and civil service administration;
Conducts departmental surveys and prepares reports and recommendations general personnel problems such as turnover, recruitment, attendance, discipline, and training;
Acts as liaison with municipal personnel to help resolve problems of personnel administration;
Supervises the development of employee appraisal measures to be used in evaluations employee work performance;
Interprets personnel rules, regulations and procedures and collective bargaining agreements;
Make recommendations to the Director regarding the development and revision of standard employment rules and regulations governing county employees;
Conducts periodic surveys of prevailing wage and salary rates in surrounding and similar jurisdictions for comparison with current county salary schedules and makes recommendations for reallocations where deemed appropriate;
Evaluates requests to create, abolish, or change salaries of positions within County government and recommends appropriate action to the Commissioner of Personnel for presentation to the County Legislature;
Participates as a team member in contract negotiations;
Leads or participates in the investigation and adjudication of grievances and harassment and discrimination complaints;
Prepares and conducts orientation program of new county employees and coordinates training programs offered for existing staff;
Maintains contact with educational institutions, governmental agencies, employment agencies, and other sources for personnel program and training information;
Responds to correspondence and requests from county departments and outside agencies regarding personnel questions;
Investigates complaints regarding civil service administration and audits records and practices of local governmental agencies to determine compliance or non-compliance with the law; recommends corrective and remedial actions to eliminate violation;
Determines most appropriate titles for positions based on job duties and responsibilities listed in questionnaires, by information gained through audits with job incumbents and by submission of new position duty statements
and interviews with appointing authorities; composes and revises classification specifications;
Participates in the revision of rules and appendices by gathering and preparing documentation regarding the jurisdictional classification of positions and recommending additions and changes to the rules;
Oversees the processing of personnel transactions and records, the certification process of a jurisdiction’s payroll,
and eligible list certifications to ensure compliance with the law and rules;
Assesses the need for examinations by determining adequacy of existing eligible lists, recruitment needs and turnover within a jurisdiction;
Reviews exam applications to determine qualified candidates, reviewing job specifications and examination
subtests descriptions to determine relatedness to the job and gathering data to assist personnel examiners in the development of examinations;
Makes presentations about municipal employment and merit system administration to groups.


FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Thorough knowledge of the rules and regulations of the Onondaga County Personnel Department.
Good knowledge of the principles and practices of public personnel administration including principles of salary and wage administration, theory and techniques of performance evaluation, and principles of organization and
management.
Good knowledge of Civil Service Law, Rules, and Regulations.
Good knowledge of principles and practices of position classification.
Good knowledge of principles and practices of supervision.
Working knowledge of federal and state laws and regulations affecting local personnel administration.
Working knowledge of labor relations theory and practice.
Working knowledge of practices of local government, inclusive of personnel, employee relations, budgetary, and legislative.
Ability to establish and maintain effective working relationships with others.
Ability to communicate effectively.
Ability to prepare comprehensive written and oral reports.
Ability to make oral presentations and support recommendations and policies both orally and in writing.
Ability to use a personal computer.
Ability to supervise professional, paraprofessional and clerical employees.

MINIMUM QUALIFICATIONS
Promotion:
Two (2) years of permanent competitive class service in the title of Personnel Technician I.

Open Competitive:
A. Graduation from a regionally accredited or New York State registered college or university with a Baccalaureate Degree, and two (2) years of full time professional level work experience, or its part time equivalent, in Personnel, Human Resources or Civil Service Administration, Labor/Employee Relations, or a closely related field; or,

B. Six (6) years of full time paraprofessional and professional level work experience, or its part time equivalent, at least two (2) years of which must have been in a professional level capacity in Personnel, Human Resources or Civil Service Administration, Labor/Employee Relations, or a closely related field; or,

C. An equivalent combination of the training and work experience as defined by the limits of (A) and (B) above.


NOTE: Successful completion of graduate semester credit hours in Personnel Administration, Human Resources Administration, Labor Relations, Public Administration, or a closely related field from a regionally accredited or New York State registered college or university may be substituted for work experience as follows: Thirty (30) graduate semester hours is equivalent to one (1) year of specialized work experience; Sixty (60) graduate semester hours is equivalent to two (2) years of specialized work experience.
