Onondaga County has a charter form of government with an elected County Executive and an elected County Legislature. The Commissioner of Personnel reports to the Deputy County Executive and is responsible for the administration of New York State Civil Service Law for the County as well as for all towns, villages, school districts and special districts within the County; manages all human resource functions for the County including personnel administration, wage and salary administration, employee benefits, labor relations and collective bargaining. Manages an operating budget of $2.5M and a staff of 35.

Candidates applying must possess a Bachelorís degree in the field of human resources, business or public administration or other appropriate field and have at least 8 years progressively responsible management level experience in the functions and responsibilities above; or, a Masterís degree in the field of human resources, business or public administration or other appropriate field and have at least 5 years progressively responsible management level experience in the functions and responsibilities above.
