DIRECTOR OF DATA ANALYTICS PROJECT AND CHANGE MANAGEMENT
DISTINGUISHING FEATURES OF THE CLASS
The work involves the analysis of programs and makes recommendations for improvements within the organization. An employee in this class is responsible for the management and future development of program planning. Work is performed under the direct supervision of the Deputy Director of Budget Administration or other administrative superior with a considerable amount of leeway for the exercise of independent judgment in fulfilling work assignments. Supervision is performed over a number of subordinate staff. Does related work as required.
TYPICAL WORK ACTIVITIES
Provides oversight of program performance management process and procedures.
Provides direction to program team, assigning tasks/projects and schedules.
Administers program protocols for data collection.
Lead analysis of program data, measurement and assessment.
Supports strategic plan development through data analytics.
Generates reports about quality, performance and outcomes for purposes of strategic planning.
Facilitates / coordinates performance management programs with county departments.
Provides oversight to county departments for data collection.
Ensures quality and validity of data analytics.
Maintains data collection repository and analytic systems.
Establishes timeline with county departments for implementation of strategic plan(s).
Evaluates business processes and develops efficiency approaches.
Assists with implementation of efficiency approaches.
Prepares documentation of improved business processes.

Good knowledge of digital environment and in aligning strategies with business needs.
Strong interpersonal skills
Ability to translate data for analytic purposes.
Ability to understand county business processes to provide insight and recommendations for change.
Ability to gather business requirements and manage across internal teams.
Ability to apply critical thinking skills and proficiency in managing group processes.
Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with a Masterís Degree in public administration, business administration, economics, statistics, finance or related field and three (3) years of work experience, or its part time equivalent, in analytics and/or business intelligence which must have included process mapping.
