PROGRAM COORDINATOR (EMPLOYMENT & TRAINING)
DISTINGUISHING FEATURES OF THE CLASS
The work involves responsibility for the development and implementation of a vocational education and training program in a local educational agency. Under the general supervision of an administrative superior, an employee in this class is responsible for providing proposals for vocational education opportunities, developing contracts, adhering to a recruiting mechanism, and establishing an evaluation and monitoring system. The incumbent also assists in developing and implementing procedures to insure efficient operation of the program. Work is reviewed through reports and conferences with the supervisor. An employee in this class exercises general or direct supervision, as the case may be, over a small number of professional or paraprofessional subordinates. Certain assignments made to employees in this class will require reasonable access to transportation to meet field work requirements made in the ordinary course of business in timely and efficient manner. Does related work as required.
TYPICAL WORK ACTIVITIES
Coordinates and directs the planning and development of a vocational educational program under a local educational agency in accordance with federal regulations by performing the following:
Negotiates, approves, reviews or closes contracts and agreements with private companies, non-profit agencies and training institutions to provide training/employment for program clients;
Coordinates proper reimbursement to program clients and contracted training agencies on a monthly basis;
Oversees and monitors the program to check client and program progress; may provide direct client service;
Maintains contacts and speaks with representatives of industry, labor and community leaders regarding program goals and objectives;
Keeps informed of federal, state and local policy regarding the program to insure proper program direction;
Assists in developing standard operating procedures to insure proper operation of the program by reading federal regulations;
Responsible for the creation, implementation and management of program budgets.
Prepares reports of an arithmetic and narrative nature of program progress for the Manager of Operations;
Reviews results of economic studies of labor force to determine skills and occupations which would maximize client opportunities into the work force.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Good knowledge of rules and regulations of the vocational education program to be developed.
Good knowledge of geographic labor market trends and job development.
Good knowledge of principles, practices and techniques of administrative, social and economic analysis.
Ability to read and understand complex narrative material such as Federal regulations in the Federal Register, and Law Department contracts.
Ability to develop and plan a training program involving training institutions, private industry and non-profit agencies.
Ability to make fiscal program decisions in relation to program budgets and revenue.
Ability to establish and maintain effective working relationships with private industry, non-profit agencies and labor groups.
Ability to prepare detailed records and reports for managers of local educational agencies and the Department of Labor.
Ability to express oneself effectively both orally and in writing.
A. Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with a Bachelorís Degree or higher and one (1) year of professional level work experience, or its part time equivalent, in job or employment development and analysis, personnel counseling or placement, public or business administration, economics, rehabilitation, or labor relations or a field closely related to the aforementioned; or,
B. Five (5) years of paraprofessional or professional level work experience, or its part time equivalent, one (1) year of which must have been professional level work experience in job or employment development and analysis, personnel counseling or placement, public or business administration, economics or labor relations or a field closely related to the aforementioned; or,
C. An equivalent combination of training and experience as defined by the limits of (A) and (B).
NOTE: Successful completion of graduate semester hours in public or business administration, industrial or labor relations, economics, political science, social science, human services or resources or a field closely related to the aforementioned may be substituted for work experience as follows; thirty (30) graduate semester hours is equivalent to one year of work experience.
