The work involves responsibility for coordination of employment and training programs available with public assistance clients through the Onondaga County Department of Social Services which includes assessing client needs and referral of clients to appropriate agencies. Supervision is not usually a function of this class. General supervision is received from the Client Employment Services Manager. The work involves a great deal of independent decision making as the position is located off site and direct supervision is not immediately available. Coordination includes interpretation of policies and procedures relative to employment and training programs as well as instruction of staff relative to new procedures and changes concerning the implementation of programs. Does related work as required. TYPICAL WORK ACTIVITIES

Acts as liaison with City and County JTPA, PACE, TEAP, Refugee Program, et al, and the New York State Department of Labor regarding training and other programs as available.

Interprets policies and procedures relative to employment and training programs to staff and clients.

Determines whether clients should be approved to participate in programs based on departmental procedures and New York State Social Services guidelines.

Notifies the Department of Social Services, of clients failure to report or to comply with program mandates; determines sanctions based on nonparticipation of program requirements.

Maintains contact with the Department of Social Servicesí employment and training unit to assure clients are getting appropriate services.

Instructs staff relative to new procedures or changes in implementation of programs.

Develops forms and procedures necessary to insure a smooth flow of information between agencies.

Authorize monthly special payments for training and work experience as well as special payments for tools, clothes and equipment necessary for employment.

Schedules job service interviews for clients as outlined under guidelines. FULL PERFORMANCE KNOWLEDGES SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Thorough knowledge of federal, state and local laws, rules and regulations relating to training and employment of social service program recipients.

Good knowledge of both private and public employers in the community as well as public service and/or government employment, training and vocational rehabilitation organizations.

Good knowledge of the problems of the disadvantaged and the unemployed in obtaining employment.

Ability to establish and maintain effective working relationships with other agencies in the community, private and government employers and other units within the Social Services Department.

Ability to organize volume of work and a variety of client and agency information.

Ability to communicate effectively both orally and in writing.

Physical condition commensurate with the demands of the position.


MINIMUM QUALIFICATIONS

Promotion:

Two (2) years of permanent competitive class status in the title of Client Employment Services Aide.

Open Competitive:

A. Graduation from a regionally accredited or New York State registered college of university with an associate degree and one (1) year of paraprofessional level work experience, or its part time equivalent, in a job development program, personnel counseling or placement or involved in intake or interviewing in an employment or training program; or,

B. Three (3) years of paraprofessional level work experiences or its part time equivalent, in a job development program, personnel counseling or placement, or involved in intake or interviewing in an employment or training program; or,

C. An equivalent combination of training and experience as defined by the limits of (A) and (B) above.
