ASSISTANT PURCHASING DIRECTOR
DISTINGUISHING FEATURES OF THE CLASS
The work involves responsibility for assisting in the management of the Onondaga County Division of Purchase. This is high-level managerial work, which involves the oversight, coordination and evaluation of all procurement services including best purchasing practices of goods and services, contract management of all supplies and public works, and materials management of all supplies and fixed asset inventories. An employee in this class works under the general direction of the Purchasing Director and exercises general supervision over subordinate staff. An employee in this class acts for the Purchasing Director when so authorized. Does related work as required.
TYPICAL WORK ACTIVITIES
Implements and evaluates policies and procedures relative to doing business with procurement services for Onondaga County and other municipalities.
Coordinates the activities of a multi-County Purchasing organization.
Conducts purchase analyses and surveys to determine what goods and services to procure, when and how to procure, and to determine the potential for standardization and cost reduction in the procurement of goods and services.
Keeps abreast of current price trends, market conditions, and new policies and procedures.
Confers with Department Heads and other stakeholders on their needs, and offers input to systems and processes to the Deputy Director and Director of Purchase.
When assigned by the Director, maintains liaison with other municipalities.
Supervises procurement staff by performing necessary tasks included, but not limited to, assigning commodities to be purchased and evaluating said performance; providing instruction to solve problems related to purchase of goods and services; assisting in the procurement of universal goods and services; making final decisions on extraordinary purchases and overseeing planning orders for goods and services on emergency basis.
Oversees competitive bidding activities, which includes, but is not limited to: consolidation of bids on a department wide and inter-municipal basis, determination of commodities worthy of cooperative purchase application, supervision of prioritizing and scheduling of bids prior to contract termination, review of specifications for accuracy and completeness prior to formal bidding, and tabulation of bid results at bid opening.
Supervises materials management staff by performing tasks as necessary including, but not limited to: public auction planning, coordination of all fixed asset inventory systems, coordination of the labor used in movement of surplus, overseeing contractors and managing the reuse and disposal of all county surplus.
Serves as departmentís systems administrator and participates in development, deployment and maintenance of all e-procurement products and systems. These systems include web-based procurement and fixed asset applications, conversion of paper processes to electronic formats, general networking and maintenance, website and intranet maintenance and electronic contract and purchase order management.
Assists in implementation of SMART Procurement policies as instructed by the Director of Purchase including strategic procurement planning, development of modern, accessible and responsive procurement environments in a technology driven method.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Thorough knowledge of principles and practices of procurement services, contract management and materials management.
Good knowledge of laws, rules, and regulations relative to purchasing and materials management in Onondaga County.
Good knowledge of principles and practices of supervision.
Working knowledge of principles and practices of administration.
Ability to plan, organize, coordinate, direct and control purchasing and materials management systems.
Ability to gather and analyze numerical and narrative data and draw conclusions from same.
Ability to supervise in a manner conducive to full performance and high morale.
One (1) year of permanent competitive class status as a Specification Writer II, Buyer III, Specification Writer, Buyer II, or Materials Management Coordinator.
A) Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with a baccalaureate degree and five (5) years of professional level work experience, or its part time equivalent, in purchasing, procurement, materials management or contract administration, one (1) year of which must have been in a supervisory capacity, or:
B) Nine (9) years of paraprofessional or professional level work experience, or its part time equivalent, five (5) years of which must have been professional level experience in purchasing, procurement, materials management or contract administration, one (1) year of which must have been in a supervisory capacity, or:
C) An equivalent combination of training and experience as defined by the limits of (A) and (B).
