DISTINGUISHING FEATURES OF THE CLASS

The work involves responsibility for oversight of contracted medical and behavioral health services being provided to inmates incarcerated in Onondaga County as well as juveniles detained in the Hillbrook Juvenile Detention Center. An employee in this position represents the interests of Onondaga County in assuring safe and high quality health and behavioral health services are being provided in compliance with state and national standards. Under the direct supervision of the Commissioner of Health, an employee in the class has complete autonomy to perform tasks with considerable independence of judgment in interpreting results and ensuring continuing program compliance with local, state and federal laws. Supervision is not performed by an employee in this class. Does related work as required.

TYPICAL WORK ACTIVITIES

Evaluates medical and behavioral health services provided by the contractor.
Acts as the liaison between County departments and the contractor.
Monitors systems and processes designed to ensure compliance with applicable regulations and standards.
Interprets federal and state regulations related to quality medical care and compliance.
Maintains communication between County departments and contractor.
Apprises County of incident and program changes.
Evaluates policies and makes recommendations for changes.
Ensures that correctional health services meet all required standards, including State Commission on Corrections, The National Commission on Correctional Health Care, the ACA and others as appropriate.
Investigates reports of problems or suspected violations, including reports from the public about concerns relating to inmate medical care, and, when indicated, works with contractor to ensure corrective actions are taken.
Develops and oversees a comprehensive quality management program.
Monitors utilization review and statistical reports to evaluate appropriateness and cost effectiveness of provided medical and behavioral services.
Utilizes appropriate methods for interacting effectively and professionally with persons of all ages and from diverse cultural, socioeconomic, educational, racial and ethnic backgrounds, sexual orientations, lifestyles and physical abilities.

MINIMUM QUALIFICATIONS:

Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with a Bachelorís degree and Five (5) years of full-time, or its part-time equivalent, professional-level work experience (ie: writing and enforcing policies and procedures or evaluation of statistical data, etc.) while holding licensure as a licensed Registered Nurse, Nurse Practitioner or Physicianís Assistant in a public health, correctional health or other institutional medical setting. Experience must have included responsibility for ensuring compliance with regulatory agencies.

SPECIAL NECESSARY REQUIREMENT:

Candidates must possess current licensure and NYS registration as a Registered Nurse, Nurse Practitioner or Physicianís Assistant.
