DISTINGUISHING FEATURES OF THE CLASS

This is a supervisory level professional appraisal position responsible for appraising complex real property to obtain basic data for determination of appraising for tax purposes. The work includes obtaining and reporting factual and relevant data supporting complex real property valuation as well as reviewing the work of lower level appraisers and reporting on efficiency and work performed. General supervision in received from an administrative superior involved in real property taxes and assessment. An employee in this class exercises general supervision over the work of a small number of professional appraisers, technical and/or clerical personnel. Does related work as required.

TYPICAL WORK ACTIVITIES

Inspects complex or difficult properties in order to gather information about condition of structures or properties in response to assessment review, exemption applications and/or building permits.
Reviews the work of other appraisers for completeness of data and accuracy of value.
Reviews property values and recommends assessments by comparing sales and physical information on similar properties.
Trains appraisers in collecting data, assessing property and in new developments in the appraisal field.
Estimates future assessments and taxes of unimproved properties by review of development plans.
Reads blueprints, drawing or assessment maps to obtain measurements of structures, properties or land.
May prepare drawings or rough sketches of properties, subdivisions or combinations of properties for assessment purposes.
May appear as an expert witness in cases involving litigation on taxable value.

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Thorough knowledge of modern principles and practices of real property appraisal for tax purposes.
Good knowledge of New York State Real Property Tax Law.
Good knowledge of legal terminology used in deeds, liens, property documents and tax records.
Good knowledge of data collection techniques for determining property appraisal.
Good knowledge of types of building construction, house styles, road types and neighborhood types.
Working knowledge of the principals and practices of supervision.
Ability to make accurate appraisals of real property.
Ability to plan supervise and review the work of technical subordinates.
Ability to read and interpret tax maps.
Ability to recognize the impact and interaction of value elements on a specific property.
Ability to measure and to draw neatly and to scale.
Ability to deal tactfully with the general public.
Physical condition commensurate with the demands of the position.


MINIMUM QUALIFICATIONS

Promotion:

Two (2) years of permanent competitive class status in the title of Real Property Appraiser.


Open Competitive:

A. 1. Graduation from high school or possession of an accredited high school diploma, and,

2. Three 3) years of satisfactory full time paid work experience in an occupation involving the valuation of real property, such as Appraiser, Real Estate Broker, Real Property Appraisal Aide or the like, two (2) years of which must have been in a full time paid office requiring the use of independent judgment in the appraisal of real estate, including the preparation of original written detailed reports, and,

3. Two (2) years of professional level appraisal work experience as a real property appraiser in a government municipality performing real property valuation for tax purposes; or,

B. 1. Two (2) years of college study in a related field, and,

2. Two (2) years of satisfactory full time paid experience in an occupation involving the valuation of real property, such as Appraiser, Real Estate Broker, Real Property Appraisal Aide or the like which must have been in a full time paid office requiring the use of independent judgment in the appraisal of real estate, including the preparation of original written detailed reports, and,

3. Two (2) years of professional level appraisal work experience as a real property appraiser in a government municipality performing real property valuation for tax purposes.
