DISTINGUISHING FEATURES OF THE CLASS 0640

This is a professional position requiring the application of managerial principles and practices to the collection, entry and extrapolation of assessment data on real property and its market value for the purpose of establishing equitable tax rates throughout the City of Syracuse. The employee serves as departmental liaison between the Assessment Deportment and the Data Processing Department for purpose of enhancing the operation of assessment through use of computerized record keeping. Supervision may be exercised over clerical personnel. Assignments are received from an administrative superior either verbally or in writing and work is reviewed through conference or review of data furnished through the computer application. Does related work as required.

TYPICAL WORK ACTIVITIES

Coordinates computerization of the Assessment rolls for the city of Syracuse and insures that the output data is correct and produced in a timely fashion.

Receives data from appraisers, the Finance Department, County Clerks Office and other sources; evaluates the accuracy and insures entry into the automated data system.

Assists appraisers and clerks with file maintenance and retrieval problems.

Instructs and trains staff on the various assessment applications available on the computer.

Prepares, processes and reviews tax exemption applications.

Supervises maintenance and updating of real. property sales information and other assessment records.

Handles problem assessment inquiries and exemption applications.

Assists in filing assessment complaints, variance requests, tax map inquiries, and sale and transfer reports.

Prepares the state annual report, assessment recapitulation and other state, county and city required reports.

Coordinates the transition to central EDP filing system and maintains the file system.

FULL PERFORMANCE KNOWLEDGES SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Good knowledge of real property valuation assessment principles and practices.

Good knowledge of real property tax law as it relates to real property tax exemptions, reporting requirements and other data pertaining to the maintenance of assessment and property information.

Working knowledge of the basic techniques and concepts of computer system applications as related to Real Property Assessment.

Working knowledge of deeds, related property records and their relationship to the valuation process.

Ability to plan, organize and supervise the work of subordinates.

Ability to organize data in a logical and meaningful format.

Ability to evaluate the performance and value of the system.

Ability to establish effective communicative and working relationships with other governmental agencies and the general public.

Ability to make mathematical computations.

Physical condition commensurate with the demands of the position. MINIMUM QUALIFICATIONS

A. Graduation from a regionally accredited or New York State registered college or university with a baccalaureate degree and one (1) year of professional level work experience, or its part time equivalent, in the valuation of real property, gathering data on its valuation, or research or system work in the field of real property tax assessment, or computer operation experience, or mortgage servicing experience involving the maintenance and review of financial records; or,







B. Five (5) years of paraprofessional or professional level work experience, two (2) years of which must have been professional level work experience in the valuation of real property, gathering data on its valuation, or research or system work in the field of real property tax assessment, or computer operation experience, or mortgage servicing experience involving the maintenance and review of financial records; or,

C. An equivalent combination of training and experience as defined by the limits of (A) and (B).
