COORDINATOR OF SPECIAL SUBSIDIZED HOUSING PROGRAMS
DISTINGUISHING FEATURES OF THE CLASS
The work involves responsibility to implement and coordinate special subsidized housing programs operated by the Syracuse Housing Authority and funded by the federal Department of Housing and Urban Development. Under general supervision of the Housing Assistance Payments Program Supervisor, an employee in this class determines tenant and landlord eligibility for special programs, inspects housing units or buildings for compliance with HUD Housing Quality Standards, assists property owners to obtain financing to bring property into compliance and monitors Housing Authority contracts with tenants and landlords. Work is reviewed through conferences and reports with considerable leeway allowed for the exercise of independent judgment. Supervision is not typically exercised in this class. Does related work as required.
TYPICAL WORK ACTIVITIES
Meets with tenants and property owners or managers to explain programs and eligibility criteria; reviews and verifies applications to determine eligibility.
Applies HUD criteria to determine the amount of subsidy and the amount payable by tenants.
Determines fair market value of housing units and owner's costs to operate and maintain units for contract purposes.
Inspects housing units or buildings for compliance with housing standards, determines and estimates the cost of rehabilitation work required to bring property into compliance.
Assists owners to obtain rehabilitation financing through Community Development, local banks, etc.; inspects the work of contractors in progress and upon completion; re-inspects property periodically or as needed.
For special finance projects, audits landlord's records including the certification and re-certification of tenants to ensure that all records pertaining to certification and percent of rent are property documented; cross checks and verifies actual and submitted rents.
Reviews and processes owner requests for payments, utility allowance adjustments and rent increases.
Periodically reviews housing unit maintenance files to determine that appropriate preventive maintenance is performed, response times are reasonable and damage charges are reasonable and verified.
Mediates tenant/landlord housing related problems.
Maintains project files, which include budgets, lease forms, audits, reports and correspondence.
Prepares a variety of periodic reports.
FULL PERFORMANCE KNOWLEDGES SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Good knowledge of the rules, regulations and provisions of the federal department of Housing and Urban Development housing assistance programs.
Good knowledge of the principles and practices of property management as they relate to public housing.
Good knowledge of inspection procedures used to examine building components to identify unsafe or unsanitary conditions.
Good knowledge of housing codes, laws and regulations of the City of Syracuse and the federal department of Housing and Urban Development.
Working knowledge of tenant selection criteria.
Ability to relate well with applicants, tenants and landlords.
Ability to mediate tenant and landlords housing related problems.
Ability to understand and interpret written material.
Ability to prepare concise, detailed reports.
Ability to maintain files and records.
Ability to communicate effectively both orally and in writing.
Physical condition commensurate with the demands of the position.
A) Two (2) years of work experience, or its part time equivalent, in building inspection, construction, repairs and remodeling; or,
B) Two (2) years of professional level work experience, or its part time equivalent, in real property management; or,
C) An equivalent combination of work experience as described in (A) and (B) above.
Possession of a valid Class V drivers license issued by the New York State Department of Motor Vehicles at time of appointment.
