DISTINGUISHING FEATURES OF THE CLASS
This is direct youth and related family service work involving the implementation and supervision of programs at a program site or center. An employee in this class has direct responsibility for the daily operation of the site or center and works under supervision of an administrative supervisor. Work includes supervising youth in general activities, assessing youth needs, assisting in the development of programs for youth and their families, insuring program success and accountability, and supervising staff. Depending on area of expertise, an employee in this class may direct and lead a particular program(s) such as tutoring, employment referral, counseling, recreation activity, etc. Work is reviewed through conferences and staff meetings and through submission of reports. Does related work as required.

TYPICAL WORK ACTIVITIES
Organizes and directs a varied youth and family service program at a site or center, including activities in areas such as education, tutorial, recreation, referrals, counseling, and special preventive services.
Supervises youth and/or family service activities at the center.
Assesses youth needs and interests for new or varied programs and provides for the development of programs.
Maintains contact with tenants, tenant organizations and acts as a liaison between tenants and management in the area of service programs and the center's operation.
Performs various administrative tasks such as distributing and collecting time sheets, requesting necessary maintenance, ordering equipment and supplies, and preparing reports as requested.
Participates in the evaluation of the site's activities and programs in terms of effectiveness, applicability, appeal, versatility, etc.
Leads and/or conducts various activities or programs, depending on area(s) of expertise, such as arts and crafts, sports, field trips, tutoring, referrals, etc.

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Working knowledge of the cultural, environmental, economic, educational and personal factors influencing the lives of youth and the ability to evaluate these factors in planning programs and activities.
Working knowledge of services and programs provided by local community agencies and organizations.
Working knowledge of sources of information related to counseling, employment referral, educational services and other services areas.
Ability to organize, promote and supervise a variety of youth and family service programs.
Ability to plan schedules, personnel, materials, etc. so that activities and programs may take place.
Ability to identify needs, interests, aptitudes, skills and problems and refer to appropriate support services agencies or program.
Ability to work effectively with co-workers, youth, tenants and others in the community.
Ability to express oneself clearly both orally and in writing.
Ability to follow oral and written instructions.
Physical condition commensurate with the demands of the position.


MINIMUM QUALIFICATIONS
A. Graduation from a regionally accredited or New York State registered college or university with a baccalaureate degree in education, recreation, social sciences, social work or a human services-related field; or,

B. Four (4) years of paraprofessional or professional level work experience, or its part time equivalent, in education, recreation, social work, community services or a human services-related field involving direct contact with the public or program participants; or,

C. An equivalent combination of training and experience as defined by the limits of (A) and (B).
