DISTINGUISHING FEATURES OF THE CLASS

The work involves responsibility for planning, directing and coordinating operations of a major Library unit, division or service such as the Central Library or multiple branch libraries, which participate in a library system serving a population of 250,000 or more. This class differs from that of other Librarian positions by virtue of its responsibility for administration of a large subdivision or budgetary unit of the County Library system. General direction is received from the Library Director with considerable leeway allowed for independent judgment concerning the administration of duties. General supervision is exercised over a number of Librarians III. Does related work as required.

TYPICIAL WORK ACTIVITIES

Plans and coordinates operations and services of library branch, divisions.
Recommends library policy, services and changes for divisions supervised.
Make administrative decisions for division or branches.
Assigns duties to departmental, unit or branch staff.
Conducts staff meetings and participates in in-service training programs.
Participates in a staff selection and personnel planning.
Prepares and submits Central Library or division budgets for approval.
Addresses community groups.
Keeps well informed of new literature and trends of the profession.
Represents the library at professional meetings and community events.
Supervises and coordinates departmental and/or branch operations.

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Extensive knowledge of modern principles and practices of library services and administration.
Good knowledge of library material.
Ability to plan and coordinate the work of others.
Ability to exercise leadership and motivate others in a manner that enhances cooperation and team building.
Ability to speak in public.
Ability to write clear, concise reports.
Ability to exercise initiative.

MINIMUM QUALIFICATIONS

Promotion:

Two (2) years of permanent competitive class status as a Librarian III.

Open Competitive:

Possession of a graduate library degree from a library school located within New York State which is registered by the State Education Department or from a library school program which is accredited by the American Library Association and six (6) years of post masters professional level library experience.

SPECIAL NECESSARY REQUIREMENT

Possession of a New York State Public Librarian's Professional Certificate.
