ECONOMIC DEVELOPMENT SPECIALIST I
DISTINGUISHING FEATURES OF THE CLASS
The work involves responsibility for promoting business development through the attraction of new business and the retention and expansion of local business. The incumbent is responsible for economic data analysis, dissemination of information to area governments and businesses, and for providing administrative support to public benefit and local development corporations. The nature of the work requires close contact with local business leaders to address their concerns and problems. The work also involves project analysis and preparation and delivery of incentives designed to encourage business investment decisions in Onondaga County. The incumbent works under general supervision of the Director of Economic Development. Certain assignments made to an employee in this class will require reasonable access to transportation to meet fieldwork requirements made in the ordinary course of business in a timely and efficient manner. Does related work as required.
TYPICAL WORK ACTIVIITES
Prepares annual compliance requirements from the New York State Authorities Budget Office.
Provides staff support to the Onondaga County Industrial Development Agency, the Onondaga Civic Development Corporation, and the Trust for Cultural Resources of the County of Onondaga.
Prepares, or assists in the preparation of reports and office projects.
Attends meetings and holds public hearings as needed.
Researches, analyzes, and reports on pertinent governmental programs and legislation that affect business development and/or expansion.
Gathers, compiles, analyzes, and presents information and data regarding local business conditions to help area businesses solve specific local problems.
Assists with business retention and support.
Researches and maintains updated list of local, state and federal programs to support business activity in Onondaga County.
Develops and maintains working relationships with local governmental officials, state and federal officials and business developers.
Attends conferences as needed.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES, AND PERSONAL CHARACTERISTICS
Good knowledge of governmental programs and requirements to enhance local business expansion and/or development.
Good knowledge of legislation, current problems and professional literature in the field of economic development.
Good knowledge of personal computers, including word processing, spreadsheets and data bases.
Good knowledge of research methods and techniques.
Good knowledge of project financial methods.
Critical thinking skills.
Ability to communicate effectively both orally and in writing.
Ability to deal effectively with the public, economic development organizations and the business community.
Ability to prepare reports and make oral presentations.
Ability to analyze problems logically.
A. Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with a Masters degree in economics, accounting, business administration, public administration, planning, or a closely related field; or,
B. Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with a Baccalaureate degree and two (2) years of professional level work experience, or its part-time equivalent in economics (business trends; status of business and industry and growth potential; labor supply and demand and wages and income impact of taxation); public or private sector finance; economic development planning; or, direction of an organization or organizational segment in a governmental agency, non-profit agency or business; or,
C. Six (6) years of paraprofessional or professional level work experience, or its part-time equivalent, two (2) years
of which must have been in a professional level capacity as defined in (B); or,
D. An equivalent combination of training and experience as defined by the limits of (A), (B) and (C).
