DISTINGUISHING FEATURES OF THE CLASS

The work involves responsibility for developing and expanding the Onondaga County Resource Recovery Agency’s recycling and public and business education programs. Responsibilities include participating in recycling and other public information efforts. The work may involve traveling throughout Onondaga County contacting and working with businesses to advise on compliance with recycling laws and to assist in business recycling initiatives. The work is performed under the general supervision of the Director of Recycling and Reduction. An employee in this class may exercise supervision over Recycling Specialists I. Certain assignments made to employees in this class will require reasonable access to transportation to meet field work requirements made in the ordinary course of business in a timely and efficient manner. Does related work as required.

TYPICAL WORK ACTIVITIES

Develops and expands business recycling program by traveling throughout Onondaga County contacting businesses to conduct waste audits and to assist and to advise businesses in their recycling programs;
Participates in recycling and other public information efforts such as contributing to OCRRA’s quarterly newsletter, OCRRA’s Internet web site and recycling promotional materials;
Manages and organizes special recycling projects;
Monitors recyclable materials market; reports on new markets and potential opportunities, market options and commodity prices;
Researches and reports to staff on the latest technology in waste reduction and recycling and relevant current and proposed federal, state and local legislation;
Participates in OCRRA’s public education/public speaking program;
Answers questions from the general public on OCRRA’s Hotline when needed;
Participates in other promotional events sponsored by OCRRA through public education program;
Gathers data, prepares and presents reports, charts, graphs and graphics as requested.

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Good knowledge of the principles and practices of recycling and waste reduction.
Good knowledge of cost analysis.
Working knowledge of the principles and practices of solid waste management.
Working knowledge of the principles and practices of materials recovery methods.
Ability to apply the principles and techniques of recycling and waste reduction to daily business activity.
Ability to interact and communicate effectively with business community, solid waste haulers and the general public.
Ability to work with individuals and groups to elicit cooperation and compliance.
Ability to express ideas and issues clearly and effectively both orally and in writing.
Ability to use a personal computer, including the use of the Internet.
Ability to prioritize tasks and work in a team environment.
Ability to prepare reports, exhibits, charts and graphs.

MINIMUM QUALIFICATIONS

Promotion:

One (1) year of permanent competitive class status in the title of Recycling Specialist I.

Open Competitive:

A. Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with a baccalaureate degree and two (2) years of professional level work experience, or its part-time equivalent, in resource recovery or solid waste management; or,

B. Six (6) years of work experience, or its part-time equivalent, in resource recovery or solid waste management, two (2) years of which must have been at a professional level; or,

C. An equivalent combination of training and experience as defined by the limits of (A) and (B) above.
