EXECUTIVE DIRECTOR (CNY WORKS)
DISTINGUISHING FEATURES OF THE CLASS
This is a responsible administrative position charged with carrying out the directives of the Board of CNY Works, a not-for-profit corporation responsible for employment and training activities for the County of Onondaga and the City of Syracuse. The employee is responsible for initiating, coordinating, formulating, review and direction of the employment and training activities undertaken by CNY Works. Considerable latitude is exercised by this class in the recommending and implementing the boards directives as to governmental training and employment programs that are available through Federal, State and private funding sources. Assignments are received from the Board and work is reviewed through observation of the programs results and submission of written reports. Direct supervision is exercised over a small number of professional subordinates and indirectly over a large number of employees engaged in employment and training activities. Does related work as required.
TYPICAL WORK ACTIVITIES
Determines feasibility and potential value of proposed employment and training activities and makes recommendation for approval of the Annual Employment and Training Plan.
Assigns responsibility for individual employment and training functions to subordinate staff members.
Periodically evaluates effectiveness of various employment and training programs and issues instructions governing their progress as needed.
Maintains highest level contact with governmental officials, representatives of the business community and community leaders regarding employment and training issues.
Speaks before business and community groups and other concerned groups to further understanding and gather support for employment and training programs throughout all of Onondaga County.
Keeps informed on new developments in the employment and training field including changing laws, regulations and grant conditions.
Participates in professional organizations, forums and meetings for gaining information and knowledge of current developments within the field.
Reports to the Board of CNY Works on current activities, and future plans.
Conducts staff conferences to provide general direction to functional units.
Periodically conducts evaluation of direct subordinate staff to insure that program needs and agency focuses are being maintained.
Supervises and directs the employment and training staff of Onondaga County and the City of Syracuse.
Directs the preparation and execution of contracts and agreements with training or educational institutions, private industry, private not-for-profit agencies, Federal, State and local governments to provide training and/or employment for target population or program clients.
Directs and supervises a management information reporting and monitoring system.
Directs the development of methods and procedures for receiving, analyzing and evaluating program effectiveness and success.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Thorough knowledge of the principles, terminology and practices of governmental sponsored employment and training programs.
Thorough knowledge of labor and poverty economics and social science concepts related to poverty and unemployment.
Thorough knowledge of occupational conditions, trends, job development and area needs for employment and training programs.
Good knowledge of the legal aspects of program development, management and accountability in the public environment as related to Employment and Training.
Skill in collecting, organizing, analyzing and interpreting data and information related to Employment and Training programs.
Ability to plan and supervise the work of subordinate staff members.
Ability to establish and maintain effective working relationships with the Board members, Board Chair person, governmental leaders, elective officials, private sector, interested parties and program clientele.
Ability to prepare and supervise the preparation of complex and detailed records and reports particularly the master plans related to employment and training.
Ability to express oneself clearly, both orally and in writing.
Ability to understand oral and written directions.
Physical condition commensurate with the demands of the position.
A) Graduation from a regionally accredited or New York State registered college or university with a Baccalaureate Degree and eight (8) years of professional level work experience, or its part-time equivalent in public administration, human services administration, employment and training administration or a closely related field, six (6) years of which must have been in a supervisory capacity; or,
B) Twelve (12) years of paraprofessional or professional level work experience or its part-time equivalent, eight (8) years of which must be professional level in public administration, human services administration, employment and training administration or a closely related field, six (6) years of which must have been in a supervisory capacity; or,
C) An equivalent combination of the above experience and education.
