DIRECTOR OF OPERATIONS (Village of East Syracuse)
DISTINGUISHING FEATURES OF THE CLASS
This is an administrative position in the Village of East Syracuse with responsibility for assisting the Mayor with formulating policies and developing procedures. An employee in this class is responsible for administrative supervision of the daily operations of the office. This position is characterized by its independence of action and judgement to plan and administer programs and activities vital to the mission of the Village. The Director of Operations (Village of East Syracuse) reports to the Mayor and the Village Board. Supervision is exercised over technical, clerical and service staff. Does related work as required.
TYPICAL WORK ACTIVITIES
Plans, directs and evaluates daily office operations, including training, scheduling and supervision of all non-management staff members.
Develops and monitors the budget of the office in consultation with the Chief Fiscal Officer, the Mayor and the Village Board.
Assigns supervises and evaluates the work of subordinate employees in the maintenance of payroll, personnel, supplies, billing and budgetary records and reports.
Responsible for development and maintenance of Policy and Procedure manuals.
Perform analyses as assigned to measure performance, quality or volume of services provided by Village programs.
Directs preparation of statistical or informational reports.
Directs Quality Assurance activities and sets goals and standards in collaboration with the Mayor and Village Board.
Directs preparation of Quality Assurance reports and follows up with appropriate actions or system changes or development. Presents Quality Assurance reports to Village Board.
Develops and supervises technology acquisition and enhancement for Village programs.
Responds to complaints and concerns regarding Village programs.
Responsible for communication with the press, public and outside agencies after consultation with Mayor.
Performs other supervisory and administrative duties and projects as assigned by the Mayor.

Good knowledge of principles and practices of budgeting and financial management.
Ability to supervise subordinates in a manner conducive to full performance and high morale.
Ability to relate well with people in crisis situations; law enforcement and emergency personnel, physicians, families, etc.
Ability to plan and present programs to the public.
Ability to coordinate staffing patterns to carry out program objectives and maintain quality of service provided by the program.
Physical condition commensurate with the demands of the position.
A Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with a Bachelorís Degree or higher and two (2) years of professional level work experience providing management, fiscal or administrative services in the operation of a large department, agency or business, one (1) year of which must have been in a supervisory capacity; or,
B Six (6) years of paraprofessional or professional level work experience, two (2) years of which must have been professional level work experience providing management, fiscal or administrative services in the operation of a large department, agency or business, one (1) year of which must have been in a supervisory capacity; or,
C An equivalent combination of experience and training as defined by the limits of (A) and (B) above.
