SANITARY ENGINEER I
DISTINGUISHING FEATURES OF THE CLASS
The work involves responsibility for performing sanitary engineering work of moderate difficulty in the operation and maintenance of county wastewater treatment plants, industrial waste pretreatment, and water quality monitoring. An employee in this class receives assignments from a higher level sanitary engineer and performs work requiring the application of engineering skills and knowledge to minor sanitary engineering projects. The employee is expected to assist in developing recommended plant operation, industrial waste pretreatment and water quality monitoring. Supervision is exercised over subordinate wastewater technicians. Work is performed in cooperation with other department personnel and subordinate to higher level sanitary engineers. Does related work as required.
TYPICAL WORK ACTIVITIES
Maintains continuous check on plant efficiency through periodic review of daily operating records.
Develops reports and recommendations for appropriate adjustments in operating procedures based upon operating results.
Works in cooperation with other department personnel on special projects and reports as assigned.
On assignments, assists operating personnel in adjusting procedures in accordance with adopted recommendations.
Directs field sampling as it relates to industrial waste, treatment plant and water quality monitoring programs.
Inspects industrial waste pretreatment facilities for compliance with applicable regulations.
Assists in the plant assistance program to improve plant performance.
Assists in the preparation of the ambient water quality monitoring program and annual report.
Directs subordinate technicians as necessary.
Prepares industrial waste discharge permits.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Good knowledge of the principles, practices and techniques of sanitary engineering.
Working knowledge of the design and construction of public wastewater treatment plant facilities.
Working knowledge of modern development, current literature and sources of information regarding the sanitary engineer field.
Working knowledge of the principles and practices of industrial waste monitoring and pretreatment.
Working knowledge of fresh water quality monitoring and Limnology. Working knowledge of federal and state rules and regulations relative to water pollution control activities.
Working knowledge of personal computer systems.
Ability to make difficult technical computations and to compile engineering data from raw figures and transform these analyses into written reports.
Ability to make accurate evaluations of plant efficiency and analysis of varied source data.
Ability to communicate effectively both orally and in writing and to prepare technical reports.
(A) Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with a Baccalaureate Degree in chemical, civil, sanitary or environmental engineering, forest engineering or resource engineering; or,
(B) Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with a Baccalaureate Degree in chemistry, biology, physics, environmental science or environmental studies and one (1) year of technical or professional level engineering work experience or its part-time equivalent related to wastewater treatment or water pollution control; or,
(C) Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with a Baccalaureate Degree in chemistry, biology, physics, environmental science or environmental studies and three (3) years of work experience as a Wastewater Technician 2; or,
(D) An equivalent combination of training and experience as defined by the limits of (A), (B) and (C).
NOTE: Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with a Master's Degree in engineering and/or science as defined above may be substituted for work experience as follows:
Thirty (30) semester credit hours equals one (1) years of work experience.
Sixty (60) semester credit hours equals two (2) years of work experience.
NOTE: Work experience as a Wastewater Technician 1 is not considered qualifying experience under the minimum qualifications for this position.
SPECIAL NECESSARY REQUIREMENT:
When required to operate motor vehicles, employees must possess a valid non-CDL or CDL with appropriate endorsements as required by the New York State Department of Motor Vehicles for the class of vehicle(s) being operated.
