DISTINGUISHING FEATURES OF THE CLASS
The work involves responsibility for performing and supervising professional planning work in the preparation of urban and regional plans including problem identification, data compilation and analysis, trend identification, as well as drafting plans, goals, policies, objectives and implementation strategies. A Planner III works independently designing plans, conducting field surveys and analyzing data on a range of planning projects. Under general supervision, an employee in this class receives assignments requiring the application of professional planning skills and knowledge to planning and zoning projects. An employee in this class will work with legal, engineering and design professionals, public officials, appointed boards and committees and the general public. Supervision is exercised over a small staff of planning personnel. Does related work as required.

TYPICAL WORK ACTIVITIES
Plans and conducts research on planning and development topics.
Prepares proposals for research or grant funding on major planning projects.
Designs and supervises the preparation of specialized planning projects related to urban land use, transportation systems, community facilities, the environment, and farmland.
Collects, tabulates and analyzes data for use in connection with census data.
Plans and conducts field studies and surveys to collect planning data.
Designs and advises municipal planning and zoning boards and other local officials on planning and zoning topics.
Conducts studies involving research, investigation and analysis of issues relating to municipal planning.
Prepares demographic and other reports related to the formulation, analysis and revision of comprehensive plans.
Prepares and conducts public participation programs designed to provide information about planning projects as well as elicit public commentary.

FULL PERFORMANCE KNOWLEDGE SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Thorough knowledge of principles, practices, methods and techniques of community and regional planning.
Good knowledge of the sociological, economic, environmental, urban design and research factors involved in community planning.
Good knowledge of statistical concepts and research methods.
Good knowledge of legislative and administrative functions within municipal government, including capital programming and economic development.
Ability to plan and supervise the work of other professionals.
Ability to conduct field surveys and research projects related to comprehensive, corridor and neighborhood plans.
Ability to analyze factual data and prepare graphs, diagrams, maps and reports.
Ability to understand complex oral and written directions.
Ability to express oneself clearly and concisely, both orally and in writing.
Physical condition commensurate with the demands of the position.

MINIMUM QUALIFICATIONS

Promotion: Two (2) years of permanent competitive class status as a Planner II.

Open Competitive:
A. Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with a Masters degree in Urban, City, or Regional Planning, Architecture, Landscape Architecture, Geography, Public Administration, Environmental Studies, Transportation Planning or a closely related field, and three (3) years of professional level work experience, or its part time equivalent, in community planning, development or redevelopment in a public sector agency or its equivalent in the private sector; or,
B. Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with a Baccalaureate degree in Urban, City or Regional Planning, Architecture, Landscape Architecture, Geography, Public Administration, Environmental Studies, Transportation Planning, or a closely related field, and five (5) years of professional level work experience, or its part time equivalent, in community planning, development or redevelopment in a public sector agency or its equivalent in the private sector; or,
C. Eight (8) years of paraprofessional or professional level work experience or its part time equivalent in planning, architecture, landscape architecture, geography, public administration, environmental studies, or transportation planning, at least five (5) years of which must have been professional level capacity in community planning, development, or redevelopment in a public sector agency or its equivalent in the private sector.
D. An equivalent combination of training and experience as defined by the limits of (A), (B) and (C).

NOTE: Community planning, development or redevelopment or its equivalent in the private sector includes but is not limited to, planning and related analyses with respect to land use, zoning, transportation, housing, economic development, the environment and urban design.
