GEOGRAPHIC INFORMATION SYSTEMS PROGRAM MANAGER
DISTINGUISHING FEATURES OF THE CLASS
The work involves responsibility for designing, developing, managing and administering Geographic Information Systems and related mapping projects for the GIS division of the Syracuse-Onondaga County Planning Agency. Work is performed closely with departmental staff, City and County agencies and municipalities to develop a program that will benefit a wide range of users. Supervision is received from the Planning Director who allows the incumbent wide latitude for the exercise of independent judgment and initiative in managing the GIS program. The employee is responsible for supervision of a small number of professional Geographic Information Specialists. Does related work as required.
TYPICAL WORK ACTIVITIES
Coordinates all GIS activities within Onondaga County government; coordinates with other departments and municipalities to address their GIS needs and objectives and works with public agencies in planning and developing future geographic information system expansions.
Develops and prioritizes the annual work plan to address user needs, plans and objectives; develops plans and policies that guide the long-term direction of the program and develops and forecasts GIS budget needs.
Develops system standards and security for the GIS system.
Develops and recommends policies and procedures for expansion of the system.
Designs, maintains and performs ongoing development to the Geographic Information System.
Designs and creates databases and map coverage for spatial analysis of data for City and County departmental and municipal use.
Provides interdepartmental and municipal technical assistance by assessing the needs of both County and City departments and municipalities and by designing applications and providing specifications for hardware and software for specialized applications
Reviews and updates hardware and software to make optimal use of technology developments and purchases hardware and software to develop and maintain the viability and effectiveness of the systems.
Coordinates municipal use with local GIS users as well as the statewide GIS clearinghouse to promote data sharing and consistency; coordinates a technical userís group.
Tracks system performance, and initiates modification and enhancements to the GIS.
Designs and produces specific technical studies, as directed.
Supervises Geographic Information Systems Specialists by providing technical guidance and training; overseeing product design; managing workflow; and monitoring product quality control.
Works with remote sensing technology to generate new data for application.
Manages the development and maintenance of the Digital Aerial Photography program, including the bidding process, technical specifications, vendor selection, license agreements, coordinates distribution and interdepartmental and municipal licenses and product update.
Develops an Internet sales program for the Countyís digital photography.
Informs and advises city and county departments on potential applications for their departments. Develops applications for use by other departments and for use on the Internet.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Comprehensive knowledge of the purposes, terminology, and practices of Geographic Information Systems and their use in community and regional planning.
Comprehensive knowledge of various GIS software applications, including ArcView and ArcInfo and related software.
Thorough knowledge of database management theory, application, design implementation and maintenance. Thorough knowledge of research and developments in the field of geographic information systems.
Good knowledge of planning, environmental and other governmental uses of geographic information and GIS applications.
Working knowledge of the principles and practices of supervision.
Ability to design a variety of GIS applications.
Ability to supervise subordinates.
Ability to use and understand network operating systems and facilities.
Ability to prepare narrative, statistical and graphic reports.
Ability to prepare and present reports both orally and in writing.
Professional leadership ability.
Three (3) years of permanent competitive class status in the title of Geographic Information Systems Specialist or one (1) year of permanent competitive class status in the title of Geographic Information Systems Specialist II.
A Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with a baccalaureate degree in Geography, Urban Planning, Architecture, Landscape Architecture, Engineering, Environmental Studies or a closely related field and three (3) years of professional level work experience, or its part time equivalent, maintaining and modifying a Geographic Information
B. Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with an associates degree in Geography, Urban Planning, Architecture, Landscape Architecture, Engineering, Environmental Studies or a closely related field and five (5) years of professional level work experience, or its part time equivalent, maintaining and modifying a Geographic Information System; or,
C. Completion of nine (9) semester credit hours in Geographic Information Systems (or recognized certification in Geographic Information Systems) from a regionally accredited college or university or one accredited by the New York State Board of Regents and six (6) years of professional level work experience, or its part time equivalent, maintaining and modifying a Geographic Information System; or,
D. An equivalent combination of training and experience as defined by the limits of A, B and C.
