PUBLIC HEALTH EDUCATION SUPERVISOR
DISTINGUISHING FEATURES OF THE CLASS
The work is of a professional public health education nature involving the responsibility for planning, supervising, implementing and evaluating the public health education programs and services in the Onondaga County Health Department. General direction is received from an administrative director who reviews the work for accomplishment and adherence to Department policy and in accordance with the Municipal Health Service Plan of the New York State Department of Health. Supervision and direction is exercised over a staff of Public Health Educators, Community Health Counselors and clerical support employees. Does related work as required.
TYPICAL WORK ACTIVITIES
Develops, directs, administers and evaluates the public health education program.
Supervises and evaluates the work of a unit of professional Public Health Educators and Community Health Counselors.
Works cooperatively with community health education services to assess the needs of the community.
Represents the Department of Health on matters and problems related to public health education.
Promotes the use of research findings applicable to health education practice.
Plans, conducts and evaluates in service training programs for local staff and other community health workers.
Assists in interpreting the Department's program to public, professional and voluntary organizations and groups and maintains cooperative working relationships with them.
Reviews or prepares articles and technical reports for publication on public health issues.
Assists in organizing a resource unit to provide information, respond to inquiries and to supply source materials on health.
Coordinates the health education activities with all official and voluntary agencies in the community.
Assists in preparing budget requests for health education operations.
Assists in grant writing and development of new education initiatives.
Works cooperatively with all facets of the media to promote new and existing health education campaigns.
Participates in public health preparedness activities as trained and assigned.
Utilizes appropriate methods for interacting effectively and professionally with persons of all ages and from diverse cultural, socioeconomic, educational, racial and ethnic backgrounds, sexual orientations, lifestyles, and physical abilities.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Thorough knowledge of organization and management of public health education.
Good knowledge of evaluative methods having application to public health education.
Good knowledge of the educational and social research related to public health attitudes and behaviors of individuals, groups and communities.
Good knowledge of learning theory applicable to health education.
Good knowledge of principles and techniques of administration and supervision.
Good knowledge of public health principles, programs and trends at national, state and community levels.
Ability to plan, direct, supervise and administer the work of a public health education unit.
Ability to establish and maintain cooperative relations with the public, schools, community organizations and media personnel.
Initiative and resourcefulness in attaining the objectives of public health education.
Two (2) years of permanent competitive class status as a Public Health Educator.
A. Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with a Master's degree in public health or health education and one (1) year of experience, or its part-time equivalent, as a public health educator; or,
B. Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with a Bachelorís degree in Health Education, Health Science, Public Health, Health Promotion, Community Health or Health Communications and two (2) years of experience, or its part-time equivalent, as a public health educator; or,
C. Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with a Bachelorís degree in Education, Nursing, Epidemiology, Wellness and Fitness or Nutrition and three (3) years of work experience, or its part-time equivalent, in health education, two (2) years of which must have been as a public health educator; or,
D. Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with a Bachelorís Degree in Marketing, Human Services, Social Work or Psychology and four (4) years or work experience, or its part-time equivalent, in health education, two (2) years of which must have been as a public health educator.
