EDUCATION SPECIALIST (HANDICAPPED CHILDREN)
DISTINGUISHING FEATURES OF THE CLASS
The work involves responsibility to act as the Onondaga County representative to the Committee for Preschool Education (CPSE) as mandated per Section 4410 of the New York State Education Law and as the Onondaga County Early Intervention official designee as mandated by the New York State Department of Health, Title II-a of Article 25 of the Public Health Law, Subpart 69-4 Early Intervention Program. It is mandated that this employee be a certified or licensed professional who will assist and participate in the decisions which determine services for infants, toddlers and preschoolers with special educational needs. Supervision is received from an Administrative Superior. An employee in this class is allowed considerable latitude for independent action and initiative in areas of representation educational specialties and interpreting regulations and program policy. Supervision is exercised over a small number of Public Health Social Work Assistants. Does related work as required.
TYPICAL WORK ACTIVITIES
Attends and participates in decisions made by the Committee on Preschool Special Education (CPSE) and/or Individual Family Service Plan (IFSP) meetings and assigns children to appropriate programs and services.
Assists in designing special education program services and seeks to facilitate provision of these to the targeted population.
Provides technical assistance to local school districts regarding provision of services to children with special needs in order to comply with New York State Education regulations.
Assists in coordinating networks with other public and private human service providers to develop strategies and establish objectives to insure that the educational goals of the program are met on a cooperative basis.
Monitors contracts with service providers to ensure efficient and quality services; conducts periodic surveys of parents to evaluate services provided.
Reviews, approves and facilitates processing of required paperwork necessary for provision and payment of services.
Compiles program and community wide data through review of statistical sources for targeted high risk populations; collates data and prepares reports as needed.
Assists in preparing grant or other funding request; seeks out additional funding sources; may assist other agencies in applying for funds to provide proper services.
Assists with program budget preparation, forecasting, maintenance and purchasing.
Supervises a small number of Public Health Social Work Assistants.
Participates in parent support activities, quality assurance and medical records oversight.
Reviews developmental evaluations to ensure a child’s eligibility status.
Assists in development of policies and procedures for Early Intervention and Preschool programs.
Participates in public health preparedness activities as trained and assigned.
Utilizes appropriate methods for interacting effectively and professionally with persons of all ages and from diverse cultural, socioeconomic, educational, racial and ethnic backgrounds, sexual orientations, lifestyles and physical abilities.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Good knowledge of New York State special education laws, rules and regulations as they relate to the education of children with special needs.
Good knowledge New York State and local rules on children with special needs, provision of services and transportation.
Good knowledge of education programs in the community, their policies, goals, objectives and curriculum for children with special needs.
Good knowledge of the educational needs of children with special needs.
Ability to deal effectively with agencies funded through the New York State programs for children with special needs.
Ability to organize various data tracking systems.
Ability to interpret and understand complex rules and regulations.
Ability to communicate effectively with parents of children with special needs.
Ability to problem solve effectively.
Ability to supervise.
Possession of a permanent New York State license or certificate from the New York State Education Department, in an area relating to the education of children with handicapping conditions. This may include certification or license in the following areas: special education, speech and hearing, visual impairment, physical therapy, occupational therapy, speech language pathology, educational administration or teaching certification in Nursery thru Grade 6.
Loss of certification from the New York State Education Department will result in termination of permanent appointment.
