DISTINGUISHING FEATURES OF THE CLASS

The work involves responsibility for supervising the activities of Caseworkers providing social services in specified areas or programs. An employee in this class is under the general supervision of a Case Supervisor Grade A and, depending on agency needs, may coordinate the work of various units of the social service program adhering to the standards set forth in accordance with agency policy. Responsibility also includes recommending Social Service policies and procedures. Certain assignments made to employees in this class will require reasonable access to transportation to meet field work requirements made in the ordinary course of business in a timely and efficient manner. Does related work as required.

TYPICAL WORK ACTIVITIES

Assigns work to appropriate staff.
Assists in the formulation of casework or group work policies and procedures.
Interprets Federal, State and local policies and programs to Caseworkers under their supervision.
Supervises casework staff in administering the Social Services programs and in rendering social services to promote the welfare of the client.
Routinely discusses cases with Caseworkers and provides necessary consultation and feedback.
Recommends Social Services policy and procedures.
Authorizes services and expenditures within the unit.
Maintains cooperative working relationships with other human service agencies, family court and other courts, law enforcement, NYS Department of Social Services, educational institutions and medical providers, including but not limited to hospitals, nursing homes and home care providers.
Establishes necessary control for determining staff performance and evaluates performance of assigned staff.
Maintains required records, gathers statistical information and prepares reports on social work activities and statistics.
Interprets agency programs for child welfare services and adult protective services to the community through contacts with citizen and other groups, conducting public presentations and educational sessions.
Assists in the identification and development of unit or topic specific educational programs for workers related to the specific population served and often encountered in the field such as child abuse and neglect, dysfunctional family, substance abuse, communicable diseases, mental illness.
Facilitates regular meetings with assigned staff for case supervision purposes.
Utilizes automated systems to manage all direct and contract Child Welfare and Adult and Family Services.

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Thorough knowledge of modern principles and practices of social casework, case management and social group work, and the ability to apply these in the performance of duties.
Thorough knowledge of community resources.
Good knowledge of child welfare laws, policies and procedures, child development, family systems and risk assessment.
Good knowledge of psychosocial assessment techniques including safety and risk assessments.
Good knowledge of the aging process, the effect aging has on the individual and family relationships, and how this process affects the individual's willingness to accept help.
Good knowledge of Federal, State and local Social Services laws and programs.
Good powers of observation, analysis and communication
Knowledge of techniques of preparing social reports and case recording.
Knowledge of crisis intervention and mediation techniques.
Ability to plan and direct the work of others.
Ability to prepare clear and accurate records and reports.
Ability to establish and maintain successful relationships with people
Ability to interpret the work of the agency.
Ability to establish and implement performance measures.
Ability to determine and achieve outcomes.

MINIMUM QUALIFICATIONS

Promotion:

Two (2) years of permanent competitive class status in the title of Senior Caseworker or Home Economist, or:
Four (4) years of permanent competitive class status in the title of Caseworker.

Open Competitive:

Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with a baccalaureate degree and four (4) years of work experience, or its part-time equivalent, in social work with a public or private social agency adhering to acceptable standards.

NOTE:

Successful completion of graduate semester hours in social work from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees may be substituted for work experience as follows: thirty (30) graduate semester hours is equivalent to one (1) year of work experience; sixty (60) graduate semester hours is equivalent to two (2) years of work experience.
