SOCIAL WORK SUPERVISOR (SYRACUSE HOUSING AUTHORITY)
DISTINGUISHING FEATURES OF THE CLASS
The work involves responsibility for the supervision of programs and services afforded to low income tenants of the Syracuse Housing Authority. An employee in this class assists all residents with their health, education, social services and related problems by acting as a conduit in determining needs and matching tenants with a variety of governmental and community based agencies that afford appropriate services.
Work is performed under the general supervision of an administrative superior who provides assistance in planning new programs, securing additional funds for programs and resolving problems. Work is reviewed through conferences and the submission of reports. Direct supervision is exercised over a small number of Social Workers, Aging Services Aides and Tenant Service Organizers. Certain assignments made to employees in this class will require reasonable access to transportation to meet field work requirements made in the ordinary course of business in a timely and efficient manner. Does related work as required.
TYPICAL WORK ACTIVITIES
Provides direct social work to residents of the Syracuse Housing Authority by explaining policies or procedures, assisting them in obtaining community services (such as food stamps, social services, employment referrals, health services, etc.), listening to their concerns and related activities.
Meets with staff on a regular basis to discuss tenant problems and provide casework supervision.
Supervises the work of social workers, social work assistants, aging services aides, tenant services organizers and student interns.
Allocates tenant cases to staff to ensure proper handling, referrals and staff work flow.
Maintains liaison with the Syracuse University School of Social Work, evaluates student interns and reports progress to the University.
Evaluates progress of staff supervised and takes remedial action where appropriate.
Observes, reviews and analyses casework activities and reassigns caseloads as necessary.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Good knowledge of the principles, methods, procedures, techniques and practices of social work.
Good knowledge of the needs and problems associated with low income families, and the low income disabled and elderly in the areas of housing, health education, recreation, economic and sociological factors.
Good knowledge of local community agencies and their programs and services available to low income people.
Good knowledge of the principles, methods, procedures and techniques used in assessing and counseling people with personal problems.
Good knowledge of Housing Authority policy and operation.
Good knowledge of the principles and techniques of program planning, evaluation and staff supervision.
Ability to supervise others in a manner conducive to full performance and high morale.
Ability to prepare clear and concise reports both orally and in writing.
One (1) year of permanent competitive class status in the title of Social Worker (Syracuse Housing Authority)
A) Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with a Master's Degree in Social Work, Psychology, Counseling or a closely related field and one (1) year of professional level work experience, or its part time equivalent, in providing social work services to low income families, elderly persons or the disabled; or,
B) Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with a Bachelorís Degree in Social Work, Psychology, Counseling or a closely related field and three (3) years of professional level work experience, or its part time equivalent, in providing social work services to low income families, elderly persons or the disabled; or,
C) Seven (7) years of professional level work experience, or its part time equivalent, in providing social work services to low income families, elderly persons or the disabled.
