EMPLOYMENT AND TRAINING COUNSELOR II
DISTINGUISHING FEATURES OF THE CLASS
The work involves responsibility for undertaking special assignments of an advanced nature and for performing more complex vocational guidance functions with individuals participating in an employment and training program. Employees in this class work at an advanced professional level in the Agency. They may be responsible for providing individual or group counseling and/or vocational guidance services to clients who have more severe or complex personal, social, or vocational problems than those which can be addressed by Employment and Training Counselors I. An employee in this class oversees and supervises the work of a small number of Employment and Training Counselors I engaged in providing professional interviewing and counseling service to clients. The work is performed under general supervision of a higher level administrative supervisor with latitude allowed for more independence of action than that granted to Employment and Training Counselors I. Supervision may also be exercised over the work of a small number of non-professional employees assigned to the unit, or on special assignments. Certain assignments made to employees in this class will require reasonable access to transportation to meet field work requirements made in the ordinary course of business in a timely and efficient manner. Does related work as required.
TYPICAL WORK ACTIVITIES
Performs vocational guidance functions at an advanced level in areas where clients have special social, adjustment, or personal problems which could affect program performance or success.
Supervises Employment and Training Counselors I in interviewing and counseling clients requiring vocational guidance.
Assists Employment and Training Counselors I to evaluate specific or difficult problems and devise solutions.
Evaluates staff performance and reviews case records.
Develops needed community resources and maintains working relationships with community groups and programs dealing with Employment and Training Programs.
Establishes and maintains liaison with representatives of local industry, employment services, educational and rehabilitation facilities in order to develop areas of employment and training opportunities.
Supervises a small group of Employment and Training Counselors I and other staff members engaged in determining eligibility and formulating employability plans for delivery of agency supportive services related to recruitment, placement and guidance.
Formulates employability plans for participants or oversees the formulation of plans by other staff members.
Contacts and coordinates other community service agencies, such as social services, mental health, private hospitals, etc., to provide more comprehensive services to clients.
Interprets employment and training services to employees, applicants, and the general community.
Maintains records of all cases referred for employment, training, or rehabilitation services.
Prepares a wide variety of records and reports.
May carry out special projects in the areas of vocational research, study, and development.
May perform specialized follow-up visits to assist in evaluating guidance and program effectiveness related to training and/or job retention.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES, AND PERSONAL CHARACTERISTICS
Good knowledge of concepts related to cultural, environmental, and personal factors influencing lives of persons who are economically disadvantaged, low income, or unemployed.
Good knowledge of interviewing, counseling and placement practices and procedures.
Good knowledge of community organizations and human services agencies.
Good knowledge of training and educational programs available through local agencies.
Good knowledge of sources of occupational information related to vocational guidance, training and placement.
Good knowledge of federal, state, and local rules and regulations affecting employment and training programs.
Ability to evaluate client vocational interests and aptitudes.
Ability to evaluate cultural, environmental, and personal factors in formulating an employability plan.
Ability to communicate employment and training goals and services to individuals and groups and stimulate their interest.
Ability to plan and supervise the work of others.
Ability to work with clients in a variety of counseling and vocational guidance situations.
Ability to establish and maintain effective interpersonnel relationships with clients, employers, training agencies and the general public.
Ability to understand, interpret and prepare written materials.
Physical condition commensurate with the demands of the position.
One (1) year of permanent competitive status in the title of Employment and Training Counselor I.
A. Graduation from a regionally accredited or New York State registered college or university with a baccalaureate degree and two (2) years of professional level work experience, or its part-time equivalent in counseling, casework, employment interviewing, employment training, job development, or occupational rehabilitation; or,
B. Six (6) years of paraprofessional or professional level work experience, or its part-time equivalent, two (2) years of which must have been professional level work experience as defined in (A).
C. An equivalent combination of training and experience as defined by the limits of (A) and (B).
NOTE: Successful completion of graduate semester credit hours in social work, psychology or counseling from a regionally accredited or New York State registered college or university may be substituted for work experience as follows: Thirty (30) graduate semester hours is equivalent to one (1) year of work experience; Sixty (60) graduate semester hours is equivalent to two (2) years of work experience.
