DISTINGUISHING FEATURES OF THE CLASS

The work involves responsibility for planning, implementing, and evaluating a county-wide program to provide the low income elderly with training and/or employment opportunities. Work is performed in accordance with funding regulations stipulated by the National Council on Aging and New York State Office for the Aging. The work is performed under the general supervision of the Project Director (Community Services) with leeway for independent judgment to ensure program effectiveness. Does related work as required.

TYPICAL WORK ACTIVITIES

Oversees the performance of the sub-contracting agencies to insure conformance with standards set by state and federal rules and regulations.
Assists in the preparation of the State and Federal budget for the program, completes the application and monitors expenditures.
Assists in the recruitment and coordination of an Advisory Committee of human resources professionals.
Plans and coordinates any necessary seminars and training to employment and training clients regarding information on supportive services and other special service agencies.
Promotes an employment and training program for the older segment of the population through an on-the-job training program coordinated through non profit and social services agencies.
Monitors sub-contracting agency personnel on the overall aspects of employing and training the elderly.
Completes necessary on-line reports for funding sources.
Assists with the continuous recruitment of program participants and the development of protocol to assist those not eligible or enrolled in the senior employment program.
Organizes and coordinates financial claims to pay clients placed in the senior employment and training program.

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Good knowledge of the fundamentals of senior citizen's problems and capabilities in an employment and training program.
Good knowledge of county, state and federal rules and regulations relative to senior citizens employment and training programs.
Ability to organize and coordinate all financial and program data needed for evaluation reports for the state and national council on aging.
Ability to direct and coordinate training programs.
Ability to work effectively with committees.
Ability to speak effectively to non-profit agencies and human service agencies about a senior citizen's employment and training program.
Physical condition commensurate with the demands of the position.

MINIMUM QUALIFICATIONS

A. Graduation from a regionally accredited or New York State registered college or
university with a Baccalaureate Degree in public, business or personnel administration, social science, human services, or a closely related field and one (1) year of professional work experience in job development, personnel counseling or placement, public administration, labor relations, or a closely related field, or;

B. Five (5) years of paraprofessional or professional work experience in public, business or personnel administration, social science, human services, or a closely related field and one (1) year of which must have been in a professional capacity in job development, personnel counseling or placement, public administration, labor relations, or a closely related field, or;

C. A satisfactory equivalent combination of the above described education and/or work experience.
