DISTINGUISHING FEATURES OF THE CLASS

The work involves responsibility for assisting a Director of Recreation in the administration and implementation of a comprehensive recreation program. Under general supervision of a Director of Recreation, an employee in this class assists the Director in all phases of planning and implementing recreation programs, including the use and maintenance of parks and facilities. Particular responsibility for certain phases of department operations and special assignments are received from the Director with considerable latitude for independent action. Work is reviewed through conferences and reports. Supervision, either direct or general, may be exercised over subordinate recreation, clerical and maintenance personnel. Does related work as required.

TYPICAL WORK ACTIVITIES

Assists the Director in all phases of program planning and implementation and may be assigned administrative responsibility for major segments of the program.
Assists in the conduct of studies to assess the effectiveness of existing program and the probable public acceptance of new programs.
Assists in research to locate source of funds for recreational use and in the preparation of funding proposals and applications.
Assists in the preparation of program budgets.
Assists or may have primary responsibility for the recruitment, selection, training and assignment of professional and non-professional recreation employees, clerical and maintenance employees; supervises subordinate personnel either generally or directly; evaluates work performance by observation and review of reports.
May independently plan and implement one or more major programs such as arts and crafts, senior citizens activities, aquatics or gymnastics.
Plans public relations activities; gathers data and materials and directs the preparation of activity schedules, informational pamphlets; writes publicity releases and arranges news media coverage of special events.
Acts for the Director in his absence, assuming responsibility for all department activities.
Promotes recreation programs by attending meetings with other departments, community organizations and the general public.

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Thorough knowledge of recreation principles and practices.
Good knowledge of recreation principles and practices as applied to the management of a municipal recreation program.
Good knowledge of the methods, procedures, and objectives of an organized recreation service.
Good knowledge of community program organization and supervisory techniques.
Ability to plan and implement a major segment of a recreation program.
Ability to promote and publicize recreation programs and special events.
Ability to establish good working relationships with community organizations and the public.
Ability to supervise personnel in a manner conducive to full performance and high morale.
Ability to prepare written and oral reports.
Physical condition commensurate with the demands of the position.


MINIMUM QUALIFICATIONS

Promotion:
One (1) year of permanent competitive class status in the title of Recreation Supervisor.

Open Competitive:

A. Graduation from a regionally accredited or New York State registered college or university with a Master's Degree with a minimum of fifteen (15) semester credit hours in recreation courses; or,

B. Graduation from a regionally accredited or New York State registered college or university with a Bachelorís Degree with a minimum of fifteen (15) semester credit hours in recreation courses plus one (1) year of full-time work experience, or its part-time equivalent, in the conduct of recreation activities in which incumbent independently assessed participants' needs, developed recreation programs or activities to fill those needs and evaluated activities and programs and redesigns activities as necessary; or,

C. Five (5) years of full-time work experience, or its part-time equivalent, in the conduct of recreation activities, at least one (1) year of which must have been work experience in which incumbent independently assessed participants' needs, developed recreation programs or activities to fill those needs and evaluated activities and programs and redesigns activities as necessary; or,

D. An equivalent combination of training and experience as defined by the limits of (a), (b) and (c) above.


NOTE: If qualifying under (c), successful completion of college level recreation courses may be substituted for work experience at the rate of fifteen (15) semester credit hours equivalent to one (1) year of work experience up to the maximum of four (4) years of non-specialized recreation experience.
