RECREATION PROGRAM DIRECTOR
DISTINGUISHING FEATURES OF THE CLASS
Recreation Program Director is an administrative position requiring the application of recreation theories and practices for the development of programs and their delivery in a recreation program. An employee in this class is responsible for planning, developing and supervising the daily delivery of a comprehensive recreation program. The work is performed independently, with major changes and problems discussed with an administrative superior, who also reviews work through conference, evaluation of programs and their acceptance by the public. General supervision is exercised over other recreation program employees. Does related work as required.
TYPICAL WORK ACTIVITIES
Plans, directs and evaluates the organization, promotion and implementation of all recreation programs and activities at one or more recreation sites.
Recruits, interviews and selects appropriate applicants for staff positions. Exercises supervision over other staff members, i.e. assigns work, monitors
progress of work, provides training to staff members, evaluates employees’ work
performance and imposes discipline where indicated.
Does short and long range planning for the delivery of recreation programs by identifying the recreation program’s goals, objectives and problems, assessing users' needs and wants and evaluating the effectiveness of past and present programs.
Leads and participates in the evaluation of recreation activities and programs in terms of effectiveness, applicability, appeal, cost, versatility, and supervises and may participate in the creation, redesign, change or elimination of activities as necessary.
Studies trends in recreation service delivery.
May work with an administrative superior to determine the best location for recreational facilities by searching demographic records to ascertain concentrations of age groups in various parts of the community, and identifies facilities that would be useful locations for recreation program delivery.
Assists in the preparation and implementation of the departmental budget as it relates to recreation programs.
May makes oral presentations to department officials and citizens’ groups to highlight the units' programs and activities, or to support the need for expanded services and/or increased monetary allocations.
Performs a variety of administrative tasks such as preparing written correspondence, memoranda and various reports; approving purchase requisitions for ordering supplies and equipment, writing work orders for needed maintenance or repairs to buildings and parks, and reviewing employee time sheets and paychecks for accuracy of number of hours and rate of pay.
Keeps various records such as personnel files on employees and inventory lists of supplies and equipment.

Thorough knowledge of recreation principles and practices.
Thorough knowledge of the methods, procedures and objectives of an organized recreation program.
Good knowledge of the principles and practices of administrative supervision.
Ability to plan, assign, supervise and evaluate the work of others in a manner conducive to full performance and high morale.
Ability to train recreation employees.
Ability to establish effective working relationships with groups and individuals.
Ability to communicate clearly and effectively, both orally and in writing.
Ability to perform arithmetic computations required to complete payroll and budgetary preparation and control.
Ability to follow both oral and written instructions.
Two (2) years of permanent competitive class status in the title of Recreation Supervisor, Recreation Supervisor (Arts and Crafts), or Aquatic Supervisor.
A) Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with a Bachelor’s Degree and two (2) years of full-time work experience, or its part time equivalent, in the conduct of recreation activities in, which must have been in a supervisory capacity or in a recreation position in which the incumbent assesses participants’ needs, develops appropriate recreation programs to fill those needs, and redesigns the programs or activities as necessary; or
B) Six (6) years of full-time work experience, or its part time equivalent, in the conduct of recreation activities, two (2) years of which must have been in a supervisory capacity or in a recreation position in which the incumbent assesses participants needs, develops appropriate recreation programs to fill those needs and redesigns the activities and programs as necessary.
