DISTINGUISHING FEATURES OF THE CLASS

The work involves responsibility for coordinating, implementing and maintaining educational and/or school volunteer programs in a large school district serving students in pre-kindergarten through twelfth grade. An employee in this class is responsible for recruiting, screening, training and deploying staff or volunteers to meet the various program objectives. The work also involves determining needs, maintaining budgets, writing or assisting in the preparation of annual funding proposals and reports, and working with district staff and administrative personnel. Work is performed under the general supervision of an administrative superior who allows the incumbent to exercise independent judgment in assigning and training volunteers or other assigned staff. Supervision is exercised over all aspects of the program, including staffing, purchasing, budgeting, evaluations and reports. Supervision is exercised over assigned district staff and volunteers. Does related work as required.

TYPICAL WORK ACTIVITIES

Determines and assigns work to program staff and volunteers.
Recruits, coordinates and assigns staff and volunteers to schools and/or program sites with a view to the most efficient utilization of personnel and the needs and requirements of the program.
Ability to maintain budgets, proposals and reports.
Assists in arranging and scheduling training for both program staff and volunteers to help develop and maintain their skills.
Provides orientation services for both assigned staff and volunteers to explain and interpret district policy, school procedures and the goals and objectives of the program.
Maintains contact with all program staff and volunteers and makes regular visits to both schools and program sites to evaluate performance to insure that the program is working efficiently and effectively.
Assists in the preparation and completion of reports, brochures, surveys or other materials to support program documentation, implementation or need assessment.
Attends community and district meetings as needed.
Coordinates with or reports to staff from program funding sources as needed.

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Good knowledge of the policies, goals and objectives of the school district, as well as school and volunteer programs.
Good knowledge of the principles, practices and techniques of coordinating and conducting student and volunteer services programs.
Working knowledge of the practices and techniques of supervision over both employees assigned to a program and volunteers.
Working knowledge of program concepts as they relate to student educational goals and objectives.
Ability to establish and maintain effective working relationships with principals, teachers, parents, and college representatives, community members, students and community volunteers.
Ability to coordinate and supervise all aspects of a program inclusive of recruiting, assigning, scheduling, training and evaluating staff and volunteers.
Ability to train staff and volunteers in the techniques and procedures necessary for successful program implementation and operation.
Ability to learn and implement new ideas and skills to be used with staff, volunteers and students.
Ability to assist in writing state and federal funding proposal.
Ability to maintain records and to prepare reports and program correspondence.
Ability to communicate effectively both orally and in writing.

MINIMUM QUALIFICATIONS

A. Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with a baccalaureate degree or higher which must include or be supplemented by fifteen (15) semester credit hours in education or accounting; and, one (1) year of work experience *managing programs as indicated below; or,

B. Five (5) years of experience in implementing and *managing programs as indicated below; or,

C. An equivalent combination of training and experience as defined by the limits of (A) and (B).
