DISTINGUISHING FEATURES OF THE CLASS
The work involves responsibility for performing an important law enforcement function involving the overall command of a division or special unit of a Police Department according to established policies and procedures. An employee in this class is responsible for the assignment of subordinates to their posts, evaluating their work performance and instructing them in new and approved police methods. Difficult, technical and administrative duties are performed by employees in this class. Does related work as required.
TYPICAL WORK ACTIVITIES
Directs the activities of the department, a division or special unit as assigned.
Assigns tasks to subordinates, and reviews operations and enforces personnel policies and procedures.
Gives instructions to subordinate officers as to methods of improving police work.
Directs raids and makes arrests.
Directs police activities at riots, serious crimes, accidents, fires or unusual disorders.
Directs the investigation of crimes where unusual and/or difficult law enforcement problems are likely to occur.
Dispenses information to staff and citizens regarding departmental policies and methods.
Supervises the preparation of complex federal, state, and local clerical reports of the activities of the Police Department.
Supervises and conducts studies of workloads, use of personnel and equipment and recommends operational procedures and employee training activities.
Performs other related duties or special assignments as assigned by the Police Chief.
WHEN ASSIGNED TO TOWNS AND VILLAGES
May be assigned as assistant to the Police Chief, acting as second in command of the department.
May be assigned as Departmental Commander on a recurring basis during an assigned shift.
May assume the duties of and act for the Police Chief.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Thorough knowledge of modern principles and practices of police work.
Thorough knowledge of laws and ordinances governing local police work.
Thorough knowledge of the principles, practices and methods employed in investigation work.
Skill in the use of firearms.
Ability to obtain information through interview, interrogation and observation, and to prepare and submit comprehensive activity and case reports.
Ability to plan, assign and supervise subordinates.
Ability to establish and maintain harmonious working relationships with the general public and other governmental agencies.
Ability to express oneself clearly and concisely, orally and in writing.
Physical condition commensurate with the demands of the position.
For the City of Syracuse
A. One (1) year of permanent competitive class status in the title of Police Lieutenant.
For the Towns and Villages
A. One (1) year of permanent competitive class status in the title of Police Lieutenant; or,
B. Three (3) years of permanent competitive class status in the title of Police Sergeant; or,
C. A satisfactory equivalent combination of the (A) and (B).
