DISTINGUISHING FEATURES OF THE CLASS

The work involves responsibility for assisting in the directing and management of Police Division of the Onondaga County Sheriff's Department. Under the direction of the Deputy Sheriff Chief (Police), an employee in this class assists in the daily administration, management and operation of the Police Division as it relates to the enforcement of all Federal, State and local laws, regulations and ordinances. An employee in this class will assume command during emergencies or other situations in the absence of the Chief or superiors. Considerable attention is given to policy, procedures, rules and regulations that apply to the operation of the Police Division to insure that they are consistent, not conflicting, understood and uniformly applied. Through regular inspections, evaluations and meetings with subordinate personnel, the Assistant Chief will provide management with valid information that assists in development of policy, procedures and field training management. Other duties, as necessary, will involve special confidential investigations and assignments that will include internal or criminal matters and will also involve employee grievances or disciplinary matters. Assignments are received through conference, in writing and verbally. Work performance is reviewed through conference and submission of written reports. Supervision is exercised over a number of second level and above supervisors. Does related work as required.

TYPICAL WORK ACTIVITIES

Plans, organizes and directs various special and emergency operations in the Police Division, and any other specialized operations as authorized by the Deputy Sheriff Chief (Police) or other superiors.
Inspects, reviews and evaluates personnel, procedures and methods, as assigned, to provide the Deputy Sheriff Chief (Police) and the Administration with feedback to assure that goals and objectives are achieved.
Coordinates various law enforcement and police service functions to assure that personnel, equipment and resources are deployed effectively.
Communicates, as needed, with other police agencies, government, public or private agencies in a liaison capacity.
Insures and fosters harmonious working relationships with other law enforcement or governmental agencies as needed.
Oversees and monitors field and in-service training programs and assists in future training program planning and development.
Assumes command of the Police Division in the absence of the Deputy Sheriff Chief (Police) to maintain operational control.
May direct and assist command personnel to assure that established tasks and assignments are carried out in a timely and efficient manner.
May investigate complaints or allegations involving Police Division personnel and handle disciplinary actions.
May be involved in the preparation of Police Division budget, annual reports, and special projects as assigned by superiors.
May serve as Duty Chief for the entire Sheriff's Office.
May perform all duties of subordinate officers.

Comprehensive knowledge of modern law enforcement methods and practices and the use of good judgement in solving law enforcement problems.
Thorough knowledge of principles and practices of administration, organization, effective management, Ethics Code and work processing.
Thorough knowledge of the principles and practices of supervision.
Thorough knowledge of methods and techniques in specialized emergency situations such as safe perimeter establishment with fall back provisions, command post establishment, mass evacuation procedures, jurisdictional considerations, communications needs and techniques, search and rescue procedures, air/ground coordination, emergency shelter availability, emergency mortuaries, trudge areas, medivac capabilities, crowd control, etc.

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Good knowledge of the duties and terminology of protective services, such as advance personnel, security posts, identification procedures, weapons and protective equipment, residence and office security considerations etc.

Good knowledge of bomb search techniques and methodology.
Working knowledge of the most commonly used assassination methods employed against public figures.
Skill and proficiency in the use of departmental issued firearms.
Ability to assess a situation and initiate the requisite response to include squad formations, concept and use of chemical agents, mass arrest and holding procedures.
Ability to plan, organize, coordinate law enforcement methods and practices.
Ability to supervise subordinates.
Ability to prepare, understand and interpret written material, and to prepare written summaries and reports as needed.
Physical condition commensurate with the demands of the position.

MINIMUM QUALIFICATIONS

PROMOTION:
One (1) year of permanent competitive class status as a Deputy Sheriff Captain (Police).

OPEN COMPETITIVE:
Three years of work experience, or its part-time equivalent, as a Police Chief or Police Captain in a Police Department.
