DISTINGUISHING FEATURES OF THE CLASS

This is a responsible administrative position directing the security operations of the Syracuse Housing to insure the enforcement of applicable laws, rules and regulations for the safety and well being of its tenants and visitors. An employee in this class has primary responsibility for the scheduling of security forces to insure coverage of all its property and the coordination between the authority and the Syracuse Police Department on incident of criminal and or mischievous activity. The responsibility for the enforcement of the criminal law is initial response only, all follow up and investigations are the responsibility of the Syracuse Police Department.

Assignments are given both orally and in writing by the Executive Director and followed up by submission of written reports and responses received from the Authorities tenants on their over all security. Supervision is exercised over a number of part time security officers who are full time police officers for the City of Syracuse. Does related work as required.

TYPICAL WORK ACTIVITIES

Plans, schedules and supervises the activities of the Authorities security staff.

Coordinates the investigation and investigates reports of illegal activity including vandalism, malicious mischievous, theft, damage and other activities.

Maintain contact with the Syracuse Police Department on issues of crime and criminal activities occurring on the Authorities properties.

Prepares reports on security activities and programs for superiors.

Plans, implements and may conduct program on tenant security issues.

Collects data on criminal incident within Housing Authority properties and buildings for the purpose of developing programs that will deter similar future activities.

Obtains copies of accident, fire and crime reports from the appropriate governmental agencies.

Directs staff in obtaining motor vehicle license plate check for the Department of Motor Vehicle and unfamiliar vehicles; supervision of the removal of illegally parked and abandoned vehicles.

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Thorough knowledge of law enforcement principle, methods and procedures.

Good knowledge of the security need of inner city residents.

Good knowledge of the principles and practices of supervision.

Ability to establish and maintain effective relationships with neighborhood residents and tenants, governmental agencies and authority staff in a manner conducive of full performance.

Ability to supervise subordinates in a manner to affect high efficiency and morale.

Ability to prepare written records and reports.

Ability to communicate both orally and in writing.

Physical condition commensurate with the demands of the position.

MINIMUM QUALIFICATIONS

Seven (7) years of professional law enforcement experience, three (3) years of which must have included experience in security problems of low income, inner city residents; two (2) of the seven (7) years must have been in a supervisory capacity.
