DISTINGUISHING FEATURES OF THE CLASS

The work involves responsibility for all Community Development Division grant-writing and grant administration activities including the entitlement programs administered by the US Department of Housing and Urban Development. The incumbent prepares all competitive applications for appropriate state and federal funding sources this also includes preparation of the Five Year Consolidated Plan, which is used to determine funding for housing development allocations made by State and Federal sources in Onondaga County. The incumbent serves as liaison between Onondaga County and other local housing related agencies. Cooperative work is done with various developers, bankers, government agencies, and community leaders, to facilitate proper development and implementation of housing programs. An employee in this position is given wide leeway for the exercise of initiative and independent judgment within the requirements of appropriate and established policies, regulations and guidelines. Work is assigned and reviewed by the Community Development Administrator. Supervision is exercised over the housing rehabilitation unit personnel within the Community Development Division to ensure compliance with annual goals and regulatory requirements. Work is performed under the general supervision of the Community Development Administrator. Does related work as required.

TYPICAL WORK ACTIVITIES

Interprets and applies all Federal and State legislation and regulations regarding housing for the various community entities involved in planning and implementing housing programs.
Analyzes State and Federal housing and community development related program announcements to determine potential funding opportunities for the County.
Researches, writes and establishes goals for grant administration.
Contacts state, local, and federal elected representatives to solicit support for grant applications.
Responsible for the implementation of the County’s Home Ownership Program including the purchase of vacant properties and the sale of completed properties.
Sets annual performance goals for the housing rehab unit based on the type and amount of funding obtained through grant writing.
Prepares and monitors compliance with the Five Year Consolidated Plan, which provides guidelines for housing development in the County.
Responsible for marketing programs to the public and soliciting written support from other housing related agencies.
Prepares all required reports to state and federal funding sources.
Solicits funding proposals from emergency shelter providers and Community Housing Development Organizations (CHDO’s).
Monitors sub-recipients and CHDO’s including reviewing written reports and conducting site visits to insure compliance with all regulatory requirements.
Provides general supervision to the housing rehabilitation staff.
Maintains case data in both the in-house database and the US Department of Housing and Urban Development’s automated system for tracking performance and making payments.
Selects houses to purchase for the Homeownership Program by conducting feasibility analyses and monitoring County tax auctions for suitable properties.
Prepares for house purchases by procuring surveys and insuring clear title.
Interviews potential purchasers to select the most qualified candidates for the Homeownership Program through verifying income and credit data.
Reviews requests for subordinations of County mortgages preparing necessary documents for state and local approval.
Serves as the County’s representative on the Fair Housing Council, the Homeless Task Force, and on other housing related groups to affirmatively further fair housing objectives in Onondaga County.
Makes presentations to the media, municipal boards, senior citizen groups and others interested in County housing programs.
Negotiates with vendors for administrative services; with banking institutions to secure investment in local housing programs.

FULL PERFORMANCE KNOWLEDGES, SKILLS ABILITIES AND PERSONAL CHARACTERISTICS

Thorough knowledge of Federal, State and local community development programs, specifically those related to housing development, rehabilitation and assistance.
Thorough knowledge of financing procedures, practices and sources for public and private housing development and rehabilitation.
Thorough knowledge of grant writing procedures.
Thorough knowledge of Microsoft Office including Word, Excel, and Access.
Good knowledge of principles, practices and techniques of community organization, public relations, planning and public administration.
Good knowledge of the organization and operation of county, village and town governments.
Good knowledge of all aspects of housing, including rehabilitation, rental assistance subsidized housing, emergency repair services, local improvement programs, and new construction.
Good knowledge of the procedures and guidelines for bidding and awarding contracts.
Some knowledge of the principles and methods of land development.
Ability to interpret complex guidelines and regulations into clear written reports and operational procedures.
Ability to research and analyze factual data and prepare graphs, diagrams, reports and program proposals.
Ability to prepare and present moderately complex program proposals both orally and in writing.
Ability to conduct field surveys and research projects in the development of community housing and rehabilitation plans and proposals.
Ability to deal effectively with people and to secure their confidence and cooperation.
Ability to supervise others in a manner conducive to full performance and high morale.

MINIMUM QUALIFICATIONS

PROMOTION
Three (3) years of permanent competitive class status in the title of Housing Rehabilitation Supervisor.

OPEN COMPETITIVE
Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with a Baccalaureate Degree and four (4) years of professional administrative work experience applying for and administering Federal, State and local programs in a housing or community development office; as a mortgage loan officer or as a community reinvestment officer employed in a bank; as a community or urban planner; or in a closely related field.

NOTE: Successful completion of graduate semester hours from a regionally accredited college or university or one accredited by the New York State Board of Regents in public administration, business administration, planning, finance, or economics from a regionally accredited or New York Sate registered college or university may be substituted for work experience as follows: Thirty (30) graduate semester hours is equivalent to one (1) year of work experience ; Sixty (60) graduate semester hours is equivalent to two (2) years of work experience.
