DISTINGUISHING FEATURES OF THE CLASS

The work involves responsibility for performing professional environmental health activities of more than ordinary difficulty and responsibility. An employee in this class applies the principles of the natural and social sciences for the detection, evaluation, control and management of those factors in the environment that influence the publicís health. The work is performed under the supervision and direction of a higher-level Sanitarian and/or Public Health Engineer. Supervision may be exercised over a staff that may include Sanitarians, Environmental Health Technicians and Environmental Health Aides. Does related work as required.

TYPICAL WORK ACTIVITIES

Supervises all or part of several environmental health programs involving food service establishments, private water supplies, private sewage disposal, rodent control, housing, bathing beaches and swimming pools, facilities for refuse disposal, temporary residences and other factors in the environment that affect general sanitation and health of the public.
Conducts soil percolation tests.
Participate in the various functions of vector control programs, including vector surveillance and control activities.
Serves as consultant to local jurisdictions involving discussions, instructions and demonstrations; answers citizen questions regarding public health topics.
Studies present and proposed local regulations to determine conformity with the New York State Sanitary Code and confers with local officials regarding resolutions which do not conform.
Investigates illness outbreaks to determine intervention measures to eliminate the source of disease.
Prepares complete and thorough reports on inspections and investigations.
Testifies at enforcement proceedings when necessary to bring a health nuisance into compliance with code regulations.
Trains and supervises Sanitarians and Environmental Health Technicians.
Assists in conducting QI studies in the division.
Due to large geographic area of Onondaga County, operates a motor vehicle to travel between inspection sites and transport necessary equipment and supplies.
Participates in public health preparedness activities as trained and assigned.
Utilizes appropriate methods for interacting effectively and professionally with persons of all ages and from diverse cultural, socioeconomic, educational, racial and ethnic backgrounds, sexual orientations, lifestyles and physical abilities.

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Good knowledge of environmental health principles, sanitation laws, regulations and modern inspection methods.
Working knowledge of the principles and practices of supervision.
Working knowledge of natural sciences and mathematics.
Ability to develop and maintain good public relations.
Ability to prepare technical reports and make concise reports.
Ability to supervise the work of others.

MINIMUM QUALIFICATIONS

Promotion:

Two (2) years of permanent competitive class status in the title of Sanitarian I.

Open Competitive:

Two (2) years of work experience, or its part time equivalent, as an entry level Sanitarian in a New York State, County, City Department of Health.

SPECIAL NECESSARY REQUIREMENT

When required to operate a motor vehicle, possession of a valid New York State Non-CDL or CDL including any special endorsements as required for the type of vehicle being operated.
