DISTINGUISHING FEATURES OF THE CLASS

The work involves overall responsibility for planning, coordinating and overseeing the operation and maintenance of City of Syracuse parks. An employee in this class oversees the maintenance of grounds and athletic fields, the cleaning of buildings and snow removal from streets, roads and walks at city parks. The Superintendent assists in the development of the operating and capital budget requests for the Parks Bureau including monitoring of all expenditures. The incumbent also has responsibility for assigning and overseeing the work of subordinate employees performing park buildings and grounds maintenance tasks. General supervision is received from an administrative superior who allows the incumbent latitude for independent judgment and initiative in the operation and maintenance of park buildings and grounds. Does related work as required.

TYPICAL WORK ACTIVITIES

Plans new methods of performing park buildings and grounds maintenance tasks to improve productivity and to better utilize staff and equipment.

Plans and assigns crews to perform park buildings and grounds maintenance tasks.

Inspects park areas on a regular basis to identify park buildings and grounds maintenance needs and plans methods to meet those needs.

Trains by demonstration or by verbal instructions, employees in the performance of park buildings and grounds maintenance tasks and equipment operation.

Oversees park grounds maintenance tasks such as cutting grass with mowers, picking up papers, leaves, brush and other debris; trimming hedges and edging lawns with small hand tools; marking athletic field lines and boundaries with chalk.

Oversees the repair of playground equipment which includes the performance of unskilled tasks that assist skilled tradespeople such as welders in soldering playground equipment such as swing sets or fences; digging post holes; installing or tightening nuts, bolts and washers using hand tools such as wrenches or screwdrivers.

Oversees snow removal activities such as plowing snow from roads and walks; shoveling snow from walks and intersections; spreading rock salt over roads and walks.

Prepares general reports including narrative and numerical data regarding park buildings and grounds maintenance activities.

Purchases materials, supplies and equipment needed for park operation and maintenance; keeps an up-to-date inventory.

Monitors the ongoing performance of automotive and other vehicular repair and maintenance tasks.

Oversees work of skilled tradespeople involved in construction, installation, repair and remodeling.

Drives park vehicle from main office to various parks.


FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Thorough knowledge of the methods and principles of park buildings and grounds
maintenance.
Thorough knowledge of the tools, equipment and materials used in park buildings and
grounds maintenance and minor building cleaning tasks.
Good knowledge of the methods and principles of supervision.
Skill in the use of tools and equipment used in park buildings and grounds
maintenance.
Ability to plan, schedule and supervise the work of subordinate employees.
Ability to communicate orally and in writing.
Ability to prepare and maintain written material.
Ability to maintain and organize data and prepare narrative and numerical reports.


MINIMUM QUALIFICATIONS

Promotion:

One (1) year of permanent competitive class status in the title of Assistant Superintendent of Parks Grounds Maintenance.

Open-Competitive:

A. Six (6) years of work experience, or its part-time equivalent, in park operation, park maintenance or park management, at least two (2) years of which must have been in a supervisory capacity; or,

B. Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with an Associate’s degree and one (2) year supervisory experience in parks operation, park maintenance, or park management.


SPECIAL NECESSARY REQUIREMENT

Possession of a valid driver's license issued by the New York State Department of
Motor Vehicles at time of appointment.
