PARK LABOR CREW LEADER
DISTINGUISHING FEATURES OF THE CLASS
This is a supervisory position involving responsibility for planning, assigning, supervising and participating in the work of crews of unskilled and semi skilled workers engaged in park maintenance activities. Under supervision, an employee in this class receives assignments and in some cases specific instructions regarding work to be performed and is responsible for completing the work on schedule and according to approved procedures.
Under the supervision of a higher level supervisory personnel responsible for park maintenance, an employee in this class is responsible for planning,assigning and supervising the work of a crew of Park Laborers, Laborers I or II, Motor Equipment Operators I or II and participating in the work with the crew.
This class is distinguished from that of Labor Crew Leader in that the depth and breadth of duties performed is much broader in scope involving semi skilled tasks in a number of trades areas, motor vehicle operations, tree removal, groundskeeping, building maintenance and custodial duties. The Park Labor Crew Leader shall act as a caretaker for the park facility and shall be directly involved in the conduct of public programs sponsored by the Onondaga County Department of Parks and Recreation.
The work of the Park Labor Crew Leader and the labor crew is normally reviewed while in progress and upon completion by higher level supervisory personnel responsible for park maintenance. The leaderís crew ranges in size from a small number to a number of Laborers, Park Laborers and Motor Equipment Operators.
TYPICAL WORK ACTIVITIES
Leads crew of workers in routine groundskeeping activities such as mowing grass, trimming bushes and shrubs and raking leaves and grass cutting; assigns specific tasks to employees; issues equipment such as lawn mowers, rakes, grass whips, etc, observes and directs the work while in progress; operates the more difficult machinery such as tractor with mowing attachments; collects tools and returns to supply room after completion of job.
Leads crew of workers in trash collection and disposal; observes and directs the work while in progress; may operate the collection vehicle.
Leads crew of workers in tree cutting and disposal activities; assigns duties to Laborers and issues tools; may operate chain saw to cut trees; may operate tractor or small bulldozer transporting trees to pick up area; observes and directs the work while in progress and maintains necessary safety precautions.
Oversees and participates in maintenance and repair projects on park buildings and grounds such as painting interior and exterior building surfaces; minor plumbing and electrical repairs and renovation of buildings and grounds; assigns specific tasks such as mixing cement, loading and transporting supplies, tools and equipment, and issues tools and equipment, oversees work while in progress, assures work is done properly and performs some of the more difficult duties such as operating motor vehicles, finishing cement and connecting electrical lines and components and plumbing fixtures.
Leads crew and participates in the maintenance and repair of athletic fields including the grooming of infields, marking boundaries and playing areas, repairing and rebuilding pitchers mound and home base area; may operate tractor with rake attachment and perform ocher duties.
Leads crew of workers in performance of routine custodial duties such as cleaning buildings, shelters and bathrooms, washing windows, cleaning fireplaces, refil1ing paper towel and toilet tissue dispensers and picking up and disposing of litter, trash and debris.
Leads crew in the stacking, transportation and repair of picnic tables; operates power and hand tools in measuring and cutting lumber to size to replace broken or deteriorated table parts; may operate trucks in the transporting of tables.
Acts as a caretaker for park facilities as needed, with responsibility to assure that the needs of the park user are fulfilled per agency standards and/or event contracts.
Leads crew of workers and participates in specialized activities particular to the area of assignment; leads in digging of graves and burial of indigents; leads crew in stocking of local streams with fish from the hatchery; leads crew in the installation and maintenance of dock facilities and the positioning and maintenance of buoys; leads in the setting up and taking down and maintenance, repair and construction of bleachers; leads in the setup of special events.
Instructs workers in the proper operation and care of power tools, equipment and motor vehicles.
Operates various types of motor equipment in the transporting of personnel, tools, supplies and equipment; may operate dump and stake rake trucks, pick up trucks, tractors, pay loaders, backhoe and small bulldozer usually within the bounds of park property.
Keeps simple records and reports of work done, time spent, supplies used, etc.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Good knowledge of the tools, material, methods and practices common to buildings and grounds maintenance and repair.
Some knowledge of motor equipment operation.
Some knowledge of park policies, rules and regulations.
Skill in the use of a variety of hand and power tools, simple machinery and light motor equipment.
Ability to plan, assign and supervise the work of subordinate employees.
Ability to deal tactfully and courteously with the public.
Ability to understand and carry out verbal and written instructions.
Physical condition commensurate with the demands of the position.
Two (2) years of work experience, or its part time equivalent, in park maintenance or repair or similar work involving construction, maintenance, or repair of buildings and grounds.
When employed by the City of Syracuse: For positions that will be assigned to the maintenance of athletic fields, two (2) years of work experience in the maintenance and repair of athletic fields, including the grooming of infields, marking boundaries and playing areas and repairing and rebuilding pitcherís mound and home base areas, will be required.
SPECIAL NECESSARY REQUIREMENTS:
A. When required to operate motor vehicles, employees must possess a valid Non-CDL or CDL with appropriate endorsements as required by the New York State Department of Motor Vehicles for the class of vehicle(s) being operated.
