MAINTENANCE SUPERVISOR (TRANSPORTATION)
DISTINGUISHING FEATURES OF THE CLASS
The work involves responsibility for planning, assigning and supervising the maintenance and repair of buildings and motor equipment for the Onondaga County Department of Transportation. An employee in this class is responsible for managing the safe and efficient maintenance and repair of a large number of buildings and a large volume and variety of diesel and gasoline powered motor equipment and machinery. This position also involves responsibility for budget preparation and purchasing. General supervision is exercised over a large number of employees through subordinate supervisors and crew leaders, and work is reviewed through observation or through oral and written reports from these supervisors and crew leaders. General supervision is received from an administrative superior who allows the incumbent latitude for independent judgment and initiative. Does related work as required.
TYPICAL WORK ACTIVITIES
Directs and supervises assigned staff in the safe and efficient maintenance and repair of buildings and motor equipment.
Develops, schedules and manages a preventive maintenance program designed to maintain buildings and equipment in safe operating condition.
Manages equipment maintenance for both on and off road vehicles and equipment; establishes replacement schedule for fleet and equipment; oversees warranty work for equipment purchased for buildings and equipment.
Makes recommendations to administrative superior on needed equipment, vehicles and building repairs; researches relevant facts and cost information.
Monitors and enforces safety policies and regulations, PESH inspections and the handling and disposal of hazardous waste.
Prepares equipment and small tool budgets.
Makes periodic inspections of buildings and equipment.
Writes and reviews equipment specifications for inclusion in Purchasing Departments bid specifications.
Selects and requisitions essential supply of parts and materials; reviews and signs requisitions and repair orders.
Evaluates products and work performed by vendors; approves payment to vendors.
Maintains written records and prepares reports of work performed, labor and material used, gains, losses, etc.
May participate with consultants and vendors in the design of new buildings and the renovation of old buildings.
May assist town highway departments by providing advice and answering questions regarding purchases, repairs, etc.; may loan unused equipment to towns such as wreckers, trailers, etc.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Thorough knowledge of the methods and practices of administering building and repair shop operations.
Good knowledge of building maintenance trades and operations.
Good knowledge of the principles, methods, materials and tools of the motor equipment repair trade.
Good knowledge of the principles of operation of gasoline and diesel equipment and of the repair and maintenance characteristics of a variety of earthmoving and other road maintenance, repair and building equipment.
Good knowledge of building and repair shop safety policies and regulations.
Good knowledge of the principles and practices of supervision.
Ability to write and interpret technical specifications relating to the
purchase of new equipment.
Ability to inspect and evaluate work completed and in progress.
Ability to understand, inspect and remedy defects in the maintenance and operation of buildings and equipment.
Ability to plan, assign and supervise the work of subordinates.
Ability to coordinate and schedule work assignments.
Ability to maintain records and prepare reports.
Ability to communicate both orally and in writing.
Physical condition commensurate with the demands of the position.
Four (4) years of permanent competitive class status as a Heavy Equipment Mechanic Crew Leader.
A) Graduation from a regionally accredited or New York State registered college or university with a baccalaureate degree in Business or Public Administration and four (4) years of administrative or supervisory work experience, or its part-time equivalent, in building maintenance and repair or motor equipment maintenance and repair (inclusive of heavy construction equipment) or a closely related field; or,
B) Eight (8) years of work experience, or its part-time equivalent, in building maintenance and repair or motor equipment maintenance and repair (inclusive of heavy construction equipment) or a closely related field, four (4) years of which must have been in an administrative or supervisory capacity; or,
C) An equivalent combination of training and experience as defined by the limits of (A) and (B) above.
NOTE: Experience in building cleaning does not constitute as qualifying experience.
