DIRECTOR OF MAINTENANCE (SYRACUSE HOUSING AUTHORITY)
DISTINGUISHING FEATURES OF THE CLASS
The work involves responsibility for administering a comprehensive building maintenance and repair program for the Syracuse Housing Authority. An employee in this class supervises and directs work units that are responsible for maintenance and repair of all Syracuse Housing Authority buildings, grounds and facilities and the operation of building equipment. An employee in this class forecasts major repair work, facilitates contract documents and completion of repairs/renovations. The work also involves troubleshooting the more serious/difficult tenant service complaints and explaining policies. The work is carried out under the general supervision of the Executive Director (Syracuse Housing Authority). An employee in this class exercises general supervision over a small number of supervisory housing maintenance personnel and a small number of personnel engaged in purchasing and inventorying and storekeeping. Certain assignments made to employees in this class will require reasonable access to transportation to meet field work requirements made in the ordinary course of business in a timely and efficient manner. Does related work as required.
TYPICAL WORK ACTIVITIES
Directs an ongoing program of preventative maintenance and repair for the 200 buildings/2500 public housing apartment units managed by the Syracuse Housing Authority.
Develops, implements and monitors manual and computerized preventative maintenance program for heating and electrical systems and equipment, sewer lines, vehicles, structural systems, etc.
Supervises the inspection of all property and equipment to ascertain current conditions and, if necessary, determines corrective action.
Assists Modernization Department in determining major renovation needs including job planning, blueprint and specification review, and contractor document submittal review.
Supervises the purchasing, inventorying, and storekeeping of equipment, materials, and supplies used by the Authority in building cleaning, maintenance and repair.
Determines needs and performs requisition for purchase of materials, tools, equipment and services; meets with vendors to review/discuss new products and equipment, resolve problems with products, address warranty issues; reviews all major expenditures with the Executive Director.
Recommends maintenance staff personnel appointments, terminations, and promotions; completes employee performance evaluations.
Develops and implements maintenance staff training; determines training goals and methods; participates in the Risk Management Committee to analyze and determine safety issues and improvements.
Compiles annual operating budget for maintenance needs and compiles budget for purpose of modernization of public housing units pursuant to regulations of the Federal Department of Housing and Urban Development.
Inspects maintenance work performed by staff to insure timely completion and quality of work; analyzes work orders to determine trends or problems, monitors work performance; develops work schedules for staff including Mobile Crew and on-call staff; reviews for approval all maintenance staff leave requests, determines staffing needs.
Assists maintenance staff in resolving problems by providing advice, guidance and direction.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Thorough knowledge of building maintenance and repair, including building trades.
Good knowledge of the principles and practices of administration and supervision.
Good knowledge of human resources regarding hiring and assigning of duties to maintenance staff.
Good knowledge of the rules and regulations of the Federal Department of Housing and Urban Development with respect to budgeting and modernization for public housing.
Ability to plan, organize, and direct a comprehensive building maintenance and repair program.
Ability to supervise in a manner conducive to full performance and high morale.
Physical condition commensurate with the demands of the position.
One (1) year of permanent competitive class status in the title of Housing Maintenance Superintendent or Coordinator of Production, Planning and Control.
Seven (7) years of work experience, or its part-time equivalent, in building maintenance and repair, three (3) years of which must have been in a supervisory capacity, one (1) year of which must have been in a second line supervisory capacity.
